Captain Martin Ticas - Administrative Division Captain

Captain Martin Ticas started with the Foster City Police Department in 1997 as a Reserve Police Officer and was hired as a full time Police Officer in 1998. In 2001, he was made a Detective and investigated financial crimes, robberies, assaults and burglaries. In 2003, Martin promoted to Corporal and served as a Field Training Officer, Crime Prevention Officer, and Terrorism Liaison Officer. He concurrently served as an Operator for FCPD's contingent on the North Central Regional SWAT Team and as a trainer for firearms, Taser, active shooter response, and recognition of terrorist activity. In 2008, Martin was promoted to Sergeant and served as a patrol team leader and Watch Commander. A few years later, he was made Detective Sergeant where he led a team of Detectives and was responsible for ensuring all follow up investigations and major crime investigations were thoroughly completed, as well as being the liaison to the District Attorney's office. In 2012, Martin was promoted to Lieutenant in the Patrol Division and oversaw several patrol teams, supervised Sergeants and managed Department programs such as POST training, range operations, the Field Training Program, traffic safety unit, and our SWAT contingent. Over the years, Martin has been in charge of several large community events such as the annual 4th of July celebration. Additionally, he has participated in and managed regional events such as the all hazards Urban Shield Training Exercise. 

Martin is a graduate of POST's Supervisory Leadership Institute (SLI) and the Leadership Program at the Los Angeles Police Department (also known as West Point Leadership Program at LAPD). Additionally, he is a graduate of the Foster City, San Mateo, Burlingame, and Hillsborough Leadership Program. He has a Bachelor's Degree from Cal State Long Beach in Occupational and Vocational Studies and a Master's Degree from the University California at Irvine in Criminology, Law and Society. 

Martin is currently assigned to the administrative division, which involves oversight of dispatch, records, detectives, administrative services, and Department budget management.
