The City of Foster City provides water and wastewater services, and bills residents and businesses according to annual rates approved by the City Council.  The City Council typically adopts rates in June for the following Fiscal Year (July through June).

Customer Portal

Register and log in to the Customer Portal website to see your usage and manage your water conservation efforts day to day! To create your access to the Water Consumption Customer Portal, visit the following link:

  •  Click "Need to set up an account?"
  •  Enter your email address and click "Get Started". 
  •  Check your email for the invitation and click on the link provided. The registration form will be displayed.
  • Note the account number entry instructions,  the second set of numbers of your account are to be entered first.
  •  Enter the remainder of the information, create a password that you will remember, and click "Submit"

To Start/Restart Services

A completed Water and Wastewater Service Application and processing fee are required at each service address. Water service turn-ons are scheduled on business days between 8 am-3 p.m. Other turn-on hours will be an additional charge as stated on the Master Fees & Service Charges Schedule. Please be aware that if the water has been turned off at the property,  it is best to have someone be present at the premise when the water is turned back on. That person will need to have access to the inside of the house in order to check the faucets.  

To Stop Services 

A completed Termination Service Form is required. The termination date MUST be a business day and CANNOT be backdated. If a non-business day is given, the termination date will be the next business day.  A final bill will be sent out within three (3) weeks. However, the final bill calculation can be provided within two (2) business days upon request.

Billings 

Meters are read between 30 to 61-day cycle and you will receive billing base on the cycle the account is in. Accounts that are initiated after January 2020, irrigation and related meters are read on a monthly basis.  All other accounts are being billed bi-monthly.  The due date for the water bill is printed on the right top portion of the bill. Please refer to the Understanding Your Bill document on this page for an explanation of the information on the bill. If you believe the City has made an error in a bill or wish to dispute your obligation to pay a bill, you may contact us between 8 AM and 5 PM during business days within 10 days of the billing date. If you are unable to pay by the date noted on a bill and wish to request an extension for payment you may do so by emailing or calling us. When water service has been disconnected due to non-payment and payment (delinquent amount plus a turn on service charge) has been made, service can be restored by emailing or call us during regular turn-on hours. 

  • To restore service during business hours, customers can contact 650-286-3260.
  • To restore service after hours, customers can still contact the Police Department at 650 286-3345. 

Paying the Bill 

Customers may come to City Hall to make a payment with cash or a check. Customers can also use the Online Billpay service. The service is free and available 24/7.  We accept electronic check, Visa, or MasterCard. Account number from the most recent bill and the service address are needed for signing up. Payments made by credit/debit card will be assessed a 3% service fee by the City's payment services vendor.  Customers who choose to pay with a Bank Account (ACH) will not be required to pay a fee.

Property Owner's Responsibility 

A property owner is responsible for any unpaid water/sewer charges which might be left unpaid as outlined in Ordinance No. 126/Section 8.44.020.
