"The Pilgrim" Workforce Housing

Workforce Housing

On August 10, 2022, the City of Foster City purchased 22 Workforce Housing Units developed in the Pilgrim Triton Master Plan development at 501 Pilgrim Drive, now known as "The Pilgrim".  The Workforce Housing Program is designed to address the needs of first responders, public employees, and teachers in the very low, low, and moderate income household in order to make it possible for public servants to live near where they work.

The 22 Workforce Apartment units include:

  • 9 one-bedroom units
  • 4 one-bedroom plus den units
  • 9 two-bedroom units

The availability of preliminary applications was advertised in late 2021 through early 2022 to create the waiting lists. The waiting list is now closed.

Workforce Housing Program Details

501 Pilgrim drive Inclusionary​ Housing mix:
  • 4 Very Low Income Units
  • 5 Low Income Units
  • 5 Moderate Income Units
  • 7 Rent Restricted Workforce Units not to exceed 30% x 130% AMI
  • 1 Manager Unit
Preference Categories for 14 BMR Units

1. Income qualified employees of the City of Foster City (Disaster Service Workers)
2. Income qualified classroom teachers employed by SMFC School District, SMUHSD or the San Mateo Community College District
3. Income qualified persons who live and work in Foster City
4. Income qualified persons who live in Foster City
5. Income qualified persons who work in Foster City
6. All others who are income qualified

Preference Categories for 7 workforce Units

1a. Persons with mobility-related disabilities (there are two fully-accessible units).

1. Persons who work for the Foster City Police Department, City of Foster City Fire Department or are otherwise considered by the City of Foster City to be a first responder to emergencies
2. Employees of the City of Foster City (Disaster Service Workers)
3. Classroom teachers employed by SMFC School District, SMUHSD or the San Mateo Community College District
4. Persons who live and work in Foster City
5. Persons who live in Foster City
6. Persons who work in Foster City
7. All others
