Housing
The Housing and Sustainability Division of the Community Development Department administers the City’s housing programs. This includes monitoring affordable housing units throughout the City, working to create more affordable housing opportunities, and implementing the City’s affordable housing regulations. The Housing Coordinator is available for counter appointments or walk-ins on Mondays, Wednesdays, and Thursdays between the hours of 8:00 am and 5:00 pm.

Foster City Emergency Rent Relief Program - 2026 Funding Now Available!
Applications will be accepted for new applicants only through April 30, 2026, provided funding is still available. Those who were awarded funding in 2025 may apply starting May 1, 2026 if funding is still available. Click here to apply: BMR Emergency Rent Relief Application
If you live in a regulated below-market-rate (BMR) unit in Foster City and need help paying for rent and utilities, or if you have been approved to rent a BMR unit but can't afford the security deposit, you could receive up to $3,000 per household in funds from the City of Foster City through the County of San Mateo's Measure K program. Program eligibility is limited to seniors aged 62 or over, individuals living with disabilities, veterans, and families with children. To qualify, applicants must demonstrate that their income is less than 50% of area median income (AMI) and are at risk of losing housing in the next three (3) months. For more information about the program and eligibility rules, see attachment below. Funding is very limited and available on a first-come, first-served basis to eligible beow market rate tenants in the City of Foster City.
2026 Fair Housing Workshop: the City will host a Fair Housing Workshop for Landlords and Tenants that is tentatively scheduled for September 23, 2026 from 6:00 to 7:00 pm. New in 2026! Minor Home Repair Program
Grants of up to $5,000 for minor home repairs for very low income Foster City homeowners! If you are a very low-income homeowner and need to make repairs in your home, the City is working with Rebuilding Together Peninsula to provide very low income Foster City homeowners (those with incomes up to 50% of Area Median Income) with free home repairs valued up to $5,000. Please contact housing@fostercity.org for more information. Apply through Rebuilding Together Peninsula. This program will launch starting in March 2026.
New in 2026! Home Rehabilitation Program
Loans from $25,000 to $75,000 for low and very low income Foster City Homeowners for home rehabilitation: If you are a very low-income or low-income Foster City homeowner and need to do remodeling or other rehabilitation work on your home, but can't afford to do so, you may be eligible for a no-interest loan and construction services through Habitat for Humanity. Please contact housing@fostercity.org to receive information about this program. Applications will be through Habitat Greater San Francisco. This program will launch starting in March 2026.
2026 Developer NOFA
Developers and Nonprofit Housing Developers and Service Providers interested in affordable housing in Foster City: the City will be issuing a NOFA in 2026 with nearly $3 million in funding available. Please contact housing@fostercity.org to be put on the list to receive the NOFA once it is issued.
