Levee Improvements Project: Latest Construction Updates

  • Construction for the Levee Improvements Project is underway! For public safety and more expedient construction, approximately 4.5 miles of the Levee Trail - from Port Royal Avenue to the San Mateo Bridge - is closed to public use. This detour map shows the Foster City Pedway on Seal Slough as an alternative route for people to use while the Levee Trail is closed.
  • An additional staging area is now located in the narrow, open area between the Bay Trail and Beach Park Boulevard, just south of Shorebird Park (see diagram here for general location - not to exact scale). It will be used primarily to stockpile soil and sheet piles. Shorebird Park will remain open, and the staging area near Sea Cloud Park will remain in use.
  • In preparation for the additional trail closure and levee construction, Beach Park Boulevard will be reconfigured, anticipated to start the week of January 11, 2021. New striping on Beach Park Boulevard from approximately Shorebird Park to Bridgeview Park will reduce the vehicle lanes to one in each direction. New bike lanes will be added, while the existing temporary bike and runner lane will be closed. A portion of the roadway on the east side of Beach Park Boulevard will be utilized for additional construction staging for the project. Read more about the reconfiguration here.
  • Work will take place Monday - Friday from 8 am - 5 pm and Saturdays (subject to advance City approval) from 9 am - 4 pm.
  • Dirt, equipment, and materials are periodically being hauled to the staging area near Sea Cloud Park and, once the extended levee closure is implemented, to sections of Beach Park Boulevard which will be used as additional staging areas. Expect to see several trucks per day normally, and an increased number of trucks when dirt fill is being delivered.
  • Truck activity to the staging areas will continue throughout the project. Street sweeping and dust control measures are in place.
  • To ensure the safety of those parking and using the fields at Sea Cloud Park, a safety modification plan is in place. See the map here for safety modifications.
  • IMPORTANT SAFETY REMINDER: The construction and staging areas include ongoing, substantial construction work, with heavy equipment and machinery. For your safety and the safety of construction workers, do not enter any closed, fenced areas, under any circumstances. Even if you don't see active construction, work can move quickly to different areas within the closed portion of the levee. This includes the staging area near Sea Cloud Park, where trucks and other equipment are frequently entering the area.

Foster City Levee Trail

The Foster City Levee, owned and maintained by the City, surrounds the majority of the outer bay-front perimeter of the City to provide flood protection.  The Levee Improvements Project will increase the height and width of the levee to improve protection against storm/tide surges, meet sea level rise projections through the year 2050, maintain FEMA accreditation, and make the levee more resistant to earthquakes. A contract was awarded to Shimmick Construction in July 2020, with an issuance of Notice to Proceed in September 2020. Construction is ongoing with a completion date of January 2024.
