DEFINITION:
Under the general direction of the City/District Manager, directs and supervises the staff and operations of the Human Resources Department and is responsible for the development, implementation, and administration of the City's human resources programs.
 
DISTINGUISHING CHARACTERISTICS, FEATURES, REQUIREMENTS:
This is a full-time, executive management position requiring administrative, analytical, and advanced interpersonal skills. Responsibilities include direct oversight of human resources functions and program development, including benefits administration, employee recruitment, organizational development and employee enrichment programs.
 
SUPERVISION EXERCISED AND RECEIVED:
Direction is provided by the City/District Manager in concert with City Council/District Board policies and actions. Exercises direct supervision of Human Resource Technicians, and any other clerical personnel assigned.
 
IMPORTANT AND ESSENTIAL DUTIES:
Participates in establishing, recommending and coordinating the implementation of policies, rules and practices for carrying out the human resources programs; administers the classification, compensation, and employee performance evaluation process; manages the employee recruitment and selection process; administers the City's workers compensation program; manages the City's labor relations as chief negotiator; represents the City in meet and confer sessions with employee representatives, ensuring the development of signed Memoranda of Understanding; thoroughly analyzes salary and benefit requests made by employee representatives and accurately calculates costs; consistently negotiates conditions advantageous to the City as well as fair and equitable to its employees; administers approved contracts; coordinates human resources activities with other City departments; represents the City at meetings pertaining to human resources issues; serves as the City's Safety Coordinator, responsible for compliance with laws related to employee injury and illness prevention; staffs and facilitates the work of committees and task forces that are charged with developing and recommending City policies and programs; administers the City's health insurance and benefit programs, including any related employee committees; manages the comprehensive city-wide Training Program;. identifies needs and develops training related to employee development, maintaining and enhancing services, minimizing risk of employee injury, and complying with legally mandated programs; develops, prepares, and maintains the Human Resources budget, including expenditure control; maintains accurate, current human resources files for the City; administers special programs for City employees such as service awards, new employee orientation programs, employee recognition awards, and social events; administers affirmative action and non-discrimination policies and programs; serves as the City Manager's designee to identify and resolve issues involving compensation, benefits, employee grievances, and other related human resources policy matters; oversees the City's wellness program.
 
OTHER JOB-RELATED DUTIES:
Attends and represents City/District at meetings and conferences; attends and presents human resources related information at City Council and other meetings; and leads and participates in various employee task forces and committees as requested.
 
JOB-RELATED QUALIFICATIONS:
 
Knowledge, Skills and Abilities:
 
Knowledge of:  principles and practices of public human resources administration; administrative analysis; workers' compensation administration; training and employee development programs; report writing methods and techniques; conflict resolution; labor relations and negotiations practices, including interest-based negotiation and problem solving techniques; labor codes and guidelines.
 
Skill in:  budget analysis and preparation of cost projections and cost-benefit analyses; managing complex projects; effective labor negotiations and relationship building skills; customer service skills.
 
Ability to:  plan, organize and direct the work of others; provide leadership and consultation to executive and other managers; establish outside contacts needed to develop and enhance the City's human resources programs; analyze data and information to develop reports and policies for the improvement of the human resources operation; present clear and concise oral and written reports; learn, retain, interpret and apply pertinent provisions of the Rules and Regulations, City policies and other laws related to human resources administration; learn, retain, interpret and apply plans and policies, adapting effectively to change; plan, prioritize and direct human resources policies and programs, exercising good independent judgment; establish, maintain and foster cooperative working relations with individuals and organizations contacted in the course of work.
 
EDUCATION AND TRAINING GUIDELINES:
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:
 
Education:  A Bachelor's or Master's degree in Human Resources Management, Business and/or Personnel Administration, Organizational Behavior, Public Administration or a closely related field with course work in human resources management-related subjects.
 
Experience:  Five (5) years experience of a progressively responsible nature in public human resources administration.
 
SPECIAL REQUIREMENTS:
Ability to work effectively with a wide variety of people; speak clearly and understandably; maintain composure under difficult circumstances; provide support and leadership to city department staff; manage project demands, priorities, costs, and time lines to meet service requirements; ability and dexterity to operate a computer; and communicate views and concerns of the public, city employees, and representatives of other agencies to the City/District Manager.

Licenses:  Possession of a valid California Class C Driver's License.
