Foster City City Manager Kevin Miller Announces Retirement

City Manager Kevin M. MillerCity Manager Kevin Miller announced today that he will end his 3 years as Foster City’s Top Executive effective July 1, 2018. Miller has been with the City for 33 years and in municipal government for 37 years, a career that includes a lengthy list of accomplishments.

In a letter to the Mayor and Members of the City Council, Miller stated, “It is with great honor, pride, and humility that I announce my retirement as City Manager of this great City. At the time of my retirement, I will have served the City of Foster City for 33 years, including 23 years as the Director of Parks & Recreation and the last 3 years as City Manager, which has truly been the apex of my public service career.”

Mayor Sam Hindi addressing the retirement of City Manager Miller stated, “I know the entire City Council values Kevin’s exemplary leadership and vision, and shares my sadness that he will be retiring from our organization. We all have very much enjoyed working with Kevin. His impact in creating organizational excellence and a culture of ‘Champions’ with our staff will remain with us as a part of his legacy and our City fabric. On a personal note, I will truly miss working with Kevin; he is an outstanding City Manager, but am thrilled and happy for Kevin and his wife, Loretta, as they begin the next chapter of their life adventure.”

Miller who served as the City Parks & Recreation Director for 23 years is credited along with his staff as being the architect of the Foster City Parks & Recreation system as it exists today. The City Council credits Miller with creating and maintaining one of the premier Parks & Recreation Departments in the County and State while at the helm as Director. During his tenure as City Manager, he was acknowledged for maintaining a long-standing tradition of fiscal responsibility, while efficiently streamlining City budget processes, working as part of a team to carry out City Council economic and environmental initiatives, engaging City Council in establishing key policy priority focus areas, successfully working with labor groups to enter fair and responsible compensation agreements, providing management oversight to a variety of City capital and infrastructure projects, and developing and retaining executive talent, all the while creating organizational accountability and excellence in City governance.

Councilmember Herb Perez who was part of the City Council team that appointed Kevin as City Manager in 2015 commented, “It was one of the most important decisions we made that year and we could not have made a better selection. Everything I knew about Kevin’s leadership qualities and drive for excellence has transpired in how our City employees deliver day-to-day government service. As a City Manager, Kevin was embraced and respected by our City Council, City staff, and community. And I am very proud to say that I worked with Kevin in my capacity as an elected official and wish him all the best in retirement.”

Miller, a 59-year-old Bay Area resident, stated that he is excited and looks forward to spending time with his wife, daughters, family, and friends. Miller plans to stay engaged and active with travel, afternoon Giants baseball games, music, and time on the golf course.

Miller concluded his comments to City Council by stating, “Foster City has the brightest of futures, it is a wonderful and dynamic community with leaders, citizens, and staff whose vision, commitment, and dedicated contributions have made Foster City a Great Place to Live, Work, and Play.”

The City Council will meet later this month to discuss the selection process for the next City Manager of Foster City.
