Estero Municipal Improvement District (EMID) to Perform Water Main Testing

As part of an ongoing maintenance plan, crews will be performing non-invasive testing on the water main which serves Foster City and portions of San Mateo during the final week of September. The testing, which is routine in nature, will not require any service interruptions or significant construction activity.

“This work is a proactive assessment of the condition of EMID’s water transmission main that will help support reliable water service for years to come.” said Public Works Director Andrew Brozyna.

The 24-inch cement mortar lined and coated steel transmission main is Foster City’s main source of water and was constructed in 1962. A condition assessment of the transmission main and other steel mains that comprise the backbone of the water system was performed in 2005. At the time, the steel mains were determined to be in very good condition, and it was recommended that the transmission main undergo another assessment within 20 years.

This testing was approved by the EMID Board in March 2025 as part of a larger effort to determine the health and condition of the water transmission main, which receives water from the Hetch Hetchy reservoir through infrastructure owned and maintained by the San Francisco Public Utilities Commission. The results of this work may yield findings that require additional work in the future.
