Foster City’s eTRAKiT system is currently offline. As a result, all permit applications must be submitted in person and inspections must be scheduled via phone. We apologize for the inconvenience and appreciate your patience.

For new permits and resubmissions, please bring a completed permit application, along with three (3) paper copies and one (1) digital copy (on a USB flash drive) of the full plan set and all supporting documents to 610 Foster City Blvd, Foster City, CA 94404. The Building Division is responsible for ensuring that all construction projects permitted within the City comply with the California Building Codes, the Foster City Municipal Code and all other applicable codes and regulations.

Applications submitted after January 9, 2026 are regulated by the 2025 California Building Standards


AB 130 Residential Code Freeze

Duration: October 1, 2025, to June 1, 2031.

Scope: Applies to "residential units," including Group R occupancies (apartments, hotels) and detached homes/townhouses.
What's Frozen: New state and local building code amendments affecting residential standards.

What's Allowed (Exceptions):

  • Emergency standards to protect health/safety.
  • Updates for fire safety.
  • Updates for water conservation.
  • Home hardening measures (wildfire resilience).
  • Local amendments to align with a pre-June 2025 General Plan.
  • Administrative code changes (not substantive).

Impact on Current Codes: The 2025 California Building Code (adopted before the freeze) is in effect from January 1, 2026, and is not affected by the moratorium. Please refer to the provided link for the Bill Language Bill Text - AB-130 Housing.

Please Note:  ALL permits require a pre-inspection.  Please schedule the pre-inspection prior to the required inspections.

Mornings 8:30 am - 12:00 pm                               
Afternoons 1:00 pm - 4:00 pm

Construction Hours:

Operating any tools or equipment used in construction, repair, alteration, demolition or landscape maintenance is permissible in a residential district or within 100 yards of a residential district between the following hours:

7:30 am to 8:00 pm on weekdays
9:00 am to 8:00 pm on weekends and legal holidays

Major projects are subject to more stringent work hours limitations in their conditions of approval.
