City Manager Jim Hardy is pleased to announce the appointment of Lin-Lin Cheng as Foster City’s new Finance Director effective January 1, 2012, following the appointment of Steve Toler to the position of Assistant City Manager.
The Financial Services Department is responsible for managing the City’s financial resources through investment/cash management, budget monitoring, accounting, auditing, payroll, accounts payable, utility billing and business licensing. Financial Services also ensures that Foster City complies with financial information and reporting requirements.
Ms. Cheng has been employed by the City of Foster City since 1981, serving as Account Clerk, Accountant, Chief Accountant, Accounting Manager and Assistant Finance Director except for 2 years in which she worked for the City of San Mateo as an accountant. She has a degree in Business Administration with a concentration in Accounting from California State University, East Bay. She has been a Foster City resident since 1989.
“Lin-Lin has been a dedicated member of the Foster City team for many years and has demonstrated her thorough commitment to ensuring that Foster City’s financial resources continue to be managed in an efficient and ethical manner. I know that she will do an outstanding job in this new role as Finance Director,” said City Manager Jim Hardy.
