August 31, 2009:  The City discusses a letter received from the School District on June 25, 2009 at a Special City Council Meeting. 

June 25, 2009:  The City receives a letter from the School District that 1) describes the preliminary feasibility results of School District staff and architect visits to four sites (Boothbay Park, Port Royal Park, 15 acres by the Government Center, and Halibut / Beach Park Boulevard); 2) requests some additional information from the City about the sites; 3) provides funding options for acquiring the land; and 4) asks the City to indicate whether or not any of this City property can be considered as a site for a fourth elementary school.  (View Letter)

June 23, 2009: The City (Kiesel and Koelling) and School District (Rincon and Sullivan) subcommittees and their respective staffs meet to continue discussing possible solutions to the projected increase in enrollment in Foster City schools.

May 21, 2009: The City and School District subcommittees and their respective staffs meet and discuss possible solutions to the projected increase in enrollment in Foster City schools.

May 7, 2009:  The School District includes the City’s April 22, 2009 letter on its agenda for discussion and Board direction.  Check the School District website for agenda and meeting minutes.

April 27, 2009: The City contacts the School District to schedule a meeting of City and School District subcommittees and senior staff.

April 22, 2009: The City sends a letter to the School District requesting cost/benefit analyses of four (4) Long-Term Options presented to focus groups earlier in the year and four (4) additional options that use existing school sites in Foster City to add classroom capacity. April 20, 2009: The City Council appoints Councilmember Art Kiesel to serve with Councilmember Linda Koelling on the subcommittee working with the School District. Councilmember Pam Frisella asked to be replaced on the subcommittee due to a potential conflict of interest because of the proximity of her residence to Boothbay Park. Boothbay Park is one of the City sites that has been mentioned as a potential location for a fourth elementary school. (View Minute Order 1150)

April 13, 2009: City Council meets in Closed Session pursuant to Government Code 54956.8 to instruct staff negotiators regarding the lease and/or sale of City-owned property. At the request of the School District, the following properties are listed for discussion: Boothbay Park, Port Royal Park, 3.92 acre site on Beach Park Boulevard at terminus of Halibut Street, and/or the 15-acre site adjacent to the Government Center.

March 27, 2009: City and School District subcommittees and their respective senior staff meet as requested in the City’s March 5, 2009 letter to the School District.

March 5, 2009: The City sends a letter to the School District pursuant to City Council direction received on March 2, 2009, including a list of unanswered questions for the School District. (View letter from Mayor Kiramis dated 3/5/09)

March 2, 2009: The City Council directs the City Manager to work with the Mayor to prepare a letter to the School District incorporating City Council concerns and continues the subcommittee of Councilmembers Frisella and Koelling. The letter further requests that the School District form a subcommittee of Board Members and join the City in a collaborative effort to find a long-term solution to the projected increases in student enrollment in Foster City. February 26, 2009: The City receives a letter from the School District requesting to begin the process of identifying a potential site for a fourth elementary school in Foster City. (View letter from Superintendent Pendery Clark dated 2/24/09)

February 19, 2009: The School District Board unanimously approves School District staff recommendations for managing the projected enrollment increase in the elementary schools in Foster City. (View District Report dated 2/12/09)

February 5, 2009: The School District Board receives and discusses the report from School District staff – “Recommendations for Impacted School Enrollment in Foster City – Audubon, Brewer Island, and Foster City”. (View District Report dated 2/2/09)

January 26, 2009: The City Council adopts the 2009 Policy Calendar, which includes Policy Priority 7 A: “Continue the Open Dialogue with the San Mateo-Foster City School District and Closely Monitor Their Response to the Issue of Increasing School Enrollment and School Overcrowding.” (View 2009 Policy Calendar Item 7A Policy Paper)

January 7, 2009: The City Council subcommittee (Frisella and Koelling) and senior staff meet with their School District counterparts to discuss enrollment projections and school capacity issues affecting schools in Foster City. The City receives a briefing from the School District on the planned focus group process and short-term and long-term options to be presented to focus groups.

November 6, 2008: The City Council subcommittee (Frisella and Koelling) and senior staff meet with their School District counterparts to discuss enrollment projections and school capacity issues affecting schools in Foster City. September 25, 2008: City receives letter from School District formally requesting information regarding any remaining land that is zoned for school purposes within the boundaries of Foster City. (View letter from Assistant Superintendent Joan Rosas dated 9/24/2008)

2008: City becomes aware of a problem with school capacity in Foster City for the 2008-2009 school year and for future school years.
