I want to do massage therapy in Foster City. What do I need to do?

A massage establishment permit must be obtained through the City's Police Department. The permit must be included to the business license application.  Failure to submit all requested documents together will result in delay of processing the application.

What are the duties of the City Clerk?

The duties of the City Clerk include the administration of City elections, providing support to the City Council, preparing and distribution of agendas of Council meetings and agenda items as required by applicable statutes, maintenance and administration of all official records of the City, including records of all Council minutes, ordinances and resolutions, the administration of a City-wide records management program to include retention schedules, inactive records storage, archives, and other components as provided for by ordinance or resolution, and any other duties that may be established by ordinance or a resolution of the Council.

Is it illegal to read texts that you receive while driving?

Yes. Texting (composing, sending or reading) while operating a vehicle on public roadways is illegal.

May I speak in front of a Closed Session meeting?

By State law, Closed Session meetings are not open to the public. Members of the public may address the City Council at their regular meetings during the Public Comment periods.

Once I've applied for my business license and paid the fee, how long before I receive the actual business license?

It usually takes 2-4 weeks to process the completed application. The business license will be mailed to the mailing address you indicate on the application when complete.

You can bring blankets and low back chairs. Although there is a raised stage, we do not want to obstruct guests' views.

Yes, you can bring food and beverages into the concert. Local Service Clubs will also be selling food and beverages in the Senior Wing parking lot.

What is the fee for changes to an existing business license?

If the ownership changes, the business license is not transferable and you will need to apply for a new business license and pay the appropriate fees. There is no charge to change a mailing address or business name on a business license. However, if the business license certificate is required to be reprinted after business information updating, a fee is required based on Master Fee Schedule. If your business address is changing, it will require new zoning clearance and payment of zoning clearance fees.

If you have a service that allows you to recite text messages that are typed onto the phone by voice recognition software, is that illegal to use?

If you are using a hands-free device, that is using voice-recognition software ... technically you're hands-free, so you'd be OK.

What do I do if I want to run for City Council?

Foster City has an election for vacant seats on the City Council in the General Municipal Election in November on odd-numbered years. You may obtain Nomination papers in the City Clerk's office at City Hall. Please call the City Clerk at (650) 286-3250 for more information or to set up an appointment.

What is the anti-scavenging ordinance?

On January 18, 2011, the City Council adopted Ordinance 561, establishing provisions for the regulation and citation of individuals who remove recyclable materials from curbside bins without the permission of the residents, businesses, or authorized refuse collector. The ordinance makes the unauthorized removal of recyclable materials from curbside bins, an infraction punishable by a fine of $100 for first time offenders, $200 for two-time offenders in the same year, and $500 if caught a third time within 12 months of the second infraction.
