Provide Input on the 2023-2031 Housing Element Preliminary Public Review Draft at the Upcoming Joint City Council and Planning Commission Meetings

Foster City residents are encouraged to attend upcoming Joint City Council and Planning Commission meetings on Thursday, April 21, and Tuesday, May 17, at 6:30 p.m., when drafts of the Housing Element will be reviewed. The Housing Element is a key planning document intended to guide Foster City's housing growth to accommodate the approximately 1,896 new housing units mandated by the State between 2023 and 2031. A Preliminary Public Review Draft of the Housing Element will be available to review on Friday, April 15, in advance of the meetings here: https://engagefostercity.org/housing-element

The meeting on April 21 will provide an opportunity for Councilmembers, Commissioners, and community members to review the Preliminary Public Review Draft Housing Element, which will include background information as well as potential housing sites, goals, policies, and programs. The document will be further refined based on feedback and input received at the meeting. Following the meeting, a Public Review Draft of the Housing Element is tentatively scheduled to be released on Monday, April 25, for a 30-day public comment period. A refined version will be presented at the May 17 meeting for additional feedback and input prior to the Draft Housing Element being submitted to the State Department of Housing and Community Development in June. Community members will have additional opportunities to continue providing feedback and input on the document following submission to the State. 

In addition, a Draft Environmental Impact Report (EIR) is being prepared to study the potential impacts of the Housing Element and Safety Element on the environment and find ways to avoid or reduce any potential environmental impacts. The Draft EIR will be circulated for public review and comment later in 2022, in advance of the City Council ultimately considering adoption of the Final Housing Element in early 2023.
