Levee Improvements Project Marks Achievement of Interim Milestone 3

The Foster City Levee Improvements Project is excited to announce the achievement of the Phase 3 Interim Milestone marking a pivotal moment for the community as access to all three portions of the trail have been restored.
“We are thankful for the community’s patience over the past few years,” said Mayor Jon Froomin. “This project has truly been a collaborative effort, and we are thrilled to see community members back out using all sections of the trail.”
The Levee Improvements Project began in 2014 when the Federal Emergency Management Agency (FEMA) determined that the Levee did not meet the minimum criteria for flood protection. To maintain FEMA accreditation and keep Foster City properties out of the flood zone, Foster City voters approved Measure P in 2018 with nearly 81% support, authorizing the City to issue a $90 million general obligation (GO) bond to improve and strengthen the Foster City levee system.
The project began construction in October 2020, and over the past several years, the City and team of contractors have worked to construct the new and improved levee and Bay Trail.
While the achievement of Interim Milestone 3 is a momentous occasion, final construction activities are projected to continue to mid-January 2024. The remaining construction work will include activities such as follow-up work on the levee, punch list items, landscaping, and irrigation.
Once all construction activities are complete, the City will commemorate the levee’s full completion by hosting an opening ceremony. This event will provide an opportunity for Foster City residents, City leaders and staff, and other project participants to come together and acknowledge the hard work, dedication and support that went into improving the levee and trail. Details of the opening ceremony are forthcoming.
