Foster City Names Edmund Suen as Interim City Manager While Search for Permanent Hire Continues

Reporting out of Closed Session at the Monday, March 28 meeting, the City Council named Edmund Suen as Foster City Interim City Manager. Mr. Suen will assume the position from current Interim City Manager Kevin Miller, who as a retired City employee is disallowed by constraints of the California Public Employees’ Retirement System to continue working in an interim capacity beyond Tuesday, April 12 based on a maximum of 960 work hours. Mr. Suen will assume the Interim City Manager role as the City Council resumes its search for a permanent City Manager.

“The City Council is united in our commitment to find the best candidate to be the next permanent City Manager – for now and into the future. To achieve this, we will regroup and refine our recruitment strategy with a greater focus on broad and robust outreach,” said the City Council in a joint statement. “We want to express our deep appreciation for the continuity and stability Kevin Miller has provided this organization and our community since stepping in as Interim City Manager, and we are confident those same values will be priorities as Edmund Suen transitions into the role.”

For his part, Mr. Miller shared his faith in Mr. Suen as he takes over as Interim City Manager.

“When I returned in an interim capacity, it was understood that I would only be able to serve this community I care about so deeply for a limited time.” said Mr. Miller. “I am confident that Edmund will smoothly transition into the Interim City Manager role and continue providing the necessary leadership, continuity, and stability while the City Council continues their search for a permanent City Manager.”

The City Council will formally consider an employment agreement appointing Mr. Suen as Interim City Manager at the Monday, April 4 City Council regular meeting.
