Foster City to Celebrate Completion of Levee Improvements Project with Ribbon Cutting Event

Foster City is excited to commemorate the completion of the Foster City Levee Improvements Project with a ribbon cutting ceremony on February 21, from noon to 1 p.m., at Shorebird Park located at the intersection of Beach Park Boulevard and Halibut Street. Residents, local businesses and community members are warmly invited to participate in this special occasion; registration is encouraged.

Councilmembers, staff, and other members of the project team will come together during the ceremony to commemorate the completion of the project. The event will feature Mayor Patrick Sullivan delivering remarks, the City Council cutting a ribbon to celebrate the project opening, the unveiling of a ceremonial plaque, and the opportunity for attendees to take a self-guided tour of the improved Bay Trail. This event is intended to be a celebration of all those who contributed to making the Foster City Levee Improvements Project a reality. 

“The completion of the Foster City Levee Improvements Project not only ensures the protection of our residents but also stands as a testament to the power of community collaboration,” said Mayor Patrick Sullivan. “I am immensely proud of what we have accomplished together.”

Following FEMA's finding in 2014 that Foster City's levee system did not meet minimum flood protection standards, the City launched initiatives to bolster the levee and avoid being designated a flood zone. This endeavor was supported by residents' approval of Measure P, which enabled the City to issue a $90 million general obligation bond to fund to improve and strengthen the Foster City levee system. 

Following community input, Council and committee oversight, construction for the Levee Improvements Project began in October 2020. Over the subsequent years, the contractor and City collaborated closely to improve the levee and enhance the Bay Trail, reopening the trail in three phases. Foster City restored full access to the Bay Trail in October 2023, and minor follow-up work across the project is set to be completed by the end of February.

“This ceremony marks a significant milestone enhancing the safety and resilience of our City for years to come,” said City Manager Stefan Chatwin. “I want to say thank you to the staff and contractors who worked on this project, as well as a special thank you to Foster City community members for all your patience and support.”
