Arrest of Burglar at Construction Site

On June 26, 2018, at 6:37 p.m., the Foster City Police Department received a call from the Gilead Sciences campus about a suspicious person seen entering and wandering around one of its construction sites after it had closed for the day. Officers from the FCPD responded to the construction site on Lakeside Drive where the security staff provided them with a detailed description of the suspicious man. Officers proceeded to conduct an extensive and thorough search of the site, during which an officer spotted the man inside a building under construction and directed other officers towards the man’s location. The man attempted to evade the officers by forcing open a door and running from the building, but he ran directly into the arriving officers who detained him to conduct an investigation. Through the investigation, it was determined the man entered the site to steal items and possessed tools used to commit burglary. Further investigation revealed the man possessed illegal narcotics and had an active arrest warrant for committing grand theft in Walnut Creek. Consequently, officers arrested him for the various violations. 

The arrested suspect is Castro Valley resident, 42-year-old, John Elvis Toushay who was charged with burglary, possession of burglary tools, and possession of a controlled substance. He was booked into the San Mateo County Jail for the charges as well as the outstanding arrest warrant.  

FCPD detectives are conducting further investigation to determine if Toushay is connected to any other local crimes.
