City Council to Consider EIR Certification, Height, and Finance Option for the Levee Improvement Project

At the May 8, 2017 City Council meeting, the City Council will consider the following:certification of the Environmental Impact Report (EIR), height of levee, and financing options for the Levee Improvement Project.
One of the many community meetings was held at City Hall with Beach Park Boulevard residents on October 27, 2016 to discuss with residents a preliminary design, which would directly affect those properties along Beach Park Boulevard, from Swordfish Street to Foster City Boulevard.Renderings were presented to the attendees and were also included in the EIR.It should be noted that the current levee alignment does not include a private property immediately to the east of Beach Park Boulevard at Swordfish Street, which is zoned as commercial.
The EIR has gone through a rigorous process, which was available for public review and comment for a period of 45 days.Subsequent to the EIR review period, comments were received and the Levee Project Team responded to those comments.The certification of the EIR will be considered at the May 8, 2017 City Council meeting.
The height of levee design will also be considered by the City Council.In order to meet FEMA accreditation, BCDC is requiring a minimum of 2050 Sea Level Rise (SLR), thus requiring a minimum height of 2050 SLR.It is important that any improvements constructed at this time have the ability to adapt to 2100 Sea Level Rise in the future and not require the demolition of those improvements.Design options will be presented for Council consideration to have the ability for adaptation in the future to 2100 SLR.
Financing options (General Obligation Bonds, Parcel Tax, and Assessment District) were presented to the City Council at a Budget Study Session in March 2017.At the May 8, 2017 meeting, the Council will provide direction on the preferred financing option.
