Synthetic turf (also known as artificial grass) is a man-made grass substitute for landscapes. Technologies have improved the natural look and feel of the product over the years.

You may be familiar with applications of synthetic athletic turf on City fields, such as Sea Cloud Park and Catamaran Park, but there are many other varieties to use in your own residential landscape. Installing synthetic turf can help reduce water use associated with irrigation, reduce the need for pesticides and fertilizers, yet provide a wonderful treatment to landscaped areas that your family can run and play or simply just enjoy the view.  

The Estero Municipal Improvement District (EMID) is offering water conservation rebates to residential and irrigation customers that replace their existing and currently irrigated grass lawns with synthetic turf.

**Please note that areas of dead grass, dirt, sand, rock or hardscape are not eligible for a water conservation conversion rebate.**

Which synthetic turf model qualifies for EMID's rebates?

Synthetic turf products with at least an 8 year guarantee qualify for rebates. Rebates are available for existing and currently irrigated grass lawns that are converted to synthetic turf. EMID also participates in the BAWSCA Lawn-Be-Gone program, which provides rebates for the removal of currently irrigated grass lawns with drought resistant landscaping.

Where can I buy synthetic turf?

Some do-it-yourself centers sell synthetic turf. If you plan a self-installation be sure to check the guarantee before purchasing. Most sales are made directly from manufacturers or distributors or through your local turf installation contractor.

Does the City allow synthetic turf?

There is no restriction regarding the use of artificial or synthetic turf. It can be used anywhere, in any zoning district. Some Homeowner's Associations (HOA) place restrictions on the installation of synthetic turf in front yards or at all. Check with your HOA before purchasing or installing synthetic turf.

Is synthetic turf appropriate for residential landscapes?

For homeowners who have difficulty growing grass due to shade, landscape characteristics, or pets, synthetic turf offers a way to maintain the desired look of green grass. In addition, many homeowners are choosing synthetic grass as a low maintenance alternative to grass and as a means of reducing water consumption.

Is synthetic turf maintenance-free?

While you will not have to mow your synthetic turf, grooming, and/or cleaning is required to ensure the turf is sanitary and maintains the desired natural look and feel. Manufacturers provide maintenance instructions for addressing pet or wildlife use, debris/dust accumulation, and prevention of weed and insect growth.

Rebate Amount

Rebates will be provided on a first-come, first-served basis. Funding is limited, so if you are interested in installing synthetic turf on your property, act now!

  • Residential Customers – $4.00 per square foot up to a maximum rebate of $5,000 per customer.
  • Irrigation Customers (including multi-family residential and commercial customers, where allowed) – $4.00 per square foot up to a maximum rebate of $10,000 per customer.

**Please note that an on-site inspection and City approval is required prior to starting your conversion project. An estimate or quote from the installer is required. During the pre-installation inspection the healthy condition of the existing lawn will be verified. **

How to Apply

  1. If you live in a Homeowners' Association, check to see whether there are restrictions by your HOA on synthetic turf.
  2. Set up a pre-installation on-site visit with the Foster City Water Division by calling (650) 286-3270 or via e-mail at SyntheticTurfRebate@fostercity.org.
  3. Complete a rebate form that will be provided by the District upon initial verification of eligibility.
  4. Purchase and install a qualifying product.
  5. Arrange an on-site post-installation verification by calling the Public Works Maintenance Division at (650) 286-3270 or via e-mail at SyntheticTurfRebate@fostercity.org.
  6. Submit the completed application, W9, and proof of purchase by way of canceled checks or credit card verification of payment to the representative during your verification appointment.
  7. Please allow 6-8 weeks for the rebate check to arrive after your verification appointment.
