Update on Library Upgrade Project

The City of Foster City recently conducted very visible grading and drainage infrastructure work outside of the Foster City Library, removing some landscaping, including small trees, from the northwest side of the building in order to ensure that the library building remains structurally sound to serve the Foster City public for years to come.

The next step in the project is to sandblast the exposed concrete on the exterior of the building and apply a waterproof layer.Once complete, a brick façade will be applied.

Staff is currently creating plans for future treatment of the site.Between now and November 30, 2016, the City will refurbish the landscape on the recently graded section. This will be coordinated with Capital Improvement Project 656 Park Infrastructure Improvements, which was approved by the City Council in June as part of this year's budget and includes converting lawn areas to hardscape and/or drought tolerant landscaping around City buildings.

Some temporary landscaping solutions may be implemented in this phase as plans for additional exterior upgrades around the Library/Community Center are being considered for the next 24-36 months, specifically, grading and refurbishing the remaining landscaping on the west side of the building to integrate with the current project and upgrading the north side of the building, closest to East Hillsdale Boulevard. Staff is also assessing the status of tree root intrusion into critical infrastructure on all sides of the building.

This project became a priority when water intrusion was detected along the Library/Community Center building frontage. Removal of the landscaping was necessary in order to effectively water treat the library exterior. Combining this work with the lawn conversion project that had been planned was deemed to be an effective use of resources and an environmentally sustainable benefit.
