Community Informational Meeting - Levee Protection Planning & Improvements Meeting

The City of Foster City is hosting a series of informational meetings for residents to learn about the early stages of the Levee Protection Planning and Improvements Project. Members of the community are invited to join a discussion about this major project because the project will have a significant impact on residents, property owners, and businesses.

There will be two meeting dates: April 21, 2016 and May 12, 2016. It is preferred that members of the residential community attend the April 21 meeting and members of the business community attend the May 12 meeting. The Federal Emergency Management Agency (FEMA) has recently conducted a coastal flood hazard study, which has determined that roughly 85% of Foster City’s levee system does not meet FEMA requirements. The levee needs to be raised for Foster City properties to retain their Zone X accreditation status (out of flood zone designation). If this project is not completed, the entire city will be placed in a flood zone designation, which will require property owners with federally-backed loans to obtain mandatory flood insurance, as well as requiring owners selling properties in Foster City to disclose the flood zone designation as part of the sale, which could potentially lower property values.

The Levee Protection Planning & Improvements Project (CIP 301-657) will regain conditions for accreditation. In addition to accreditation, this project creates opportunities for protection against future sea level rise. Foster City is in the preliminary design process for the levee improvements. In the meantime, FEMA has given Foster City a “seclusion mapping” designation which temporarily keeps properties in Foster City out of the flood zone until the improvements are completed.
