Captain Frank Derris has been a member of the Foster City Police Department since 1990. He was hired as police officers recruit and attended the Oakland Police Academy where he graduated as class valedictorian. As an officer, he served in Patrol as a motorcycle and bicycle officer. In May 2001, he was promoted to corporal where he served as a SWAT team member, field training officer and reserve program coordinator. He also served as defensive tactics and range instructor. While a corporal, he accepted the responsibility of being an acting sergeant for a one year period.
On September 1, 2003, Frank was promoted to sergeant and served as a patrol supervisor and SWAT Team leader. In 2006, he was assigned to the Detective Bureau where he oversaw the Bureau's workload of cases including homicide, sexual assault and human trafficking. On January 1, 2009, Frank was promoted to the rank of lieutenant. As a lieutenant, Frank worked in the Patrol Division, and served as a regional SWAT Team commander, and tactical commander of the San Mateo County Terrorism Counter Assault Team. During this time, Frank also managed the field training program, in-service training, the Traffic Bureau, and the department's reserve officer program. He was promoted to captain on June 1, 2013, and is currently in charge of the Patrol Division, where he is responsible for all uniformed patrol services of the police department.
Frank grew up in the Bay Area and currently resides on the Peninsula. He earned his Bachelor's Degree in Professional Studies from the California State University, Long Beach and is a graduate of the Sherman Block Leadership Institute Class 245. Frank participates annually in the Urban Shield national training exercise and has vast experience in critical incident management and counter terrorism.
