City Manager Jim Hardy is pleased to announce the appointment of Steve Toler as Foster City’s new Finance Director effective January 1, 2010, following the retirement of Finance Director Ricardo Santiago.
The Financial Services Department is responsible for managing the City’s financial resources through investment/cash management, budget monitoring, accounting, auditing, payroll, accounts payable, utility billing and business licensing. Financial Services also ensures that Foster City complies with financial information and reporting requirements.
Toler has been employed by the City of Foster City as Administrative Services Director since 1997. “Steve has proven himself to be a valuable member of the Foster City team and I know that he will do an outstanding job for the City, continuing the long tradition of excellent service provided by the Financial Services Department,” said City Manager Jim Hardy.
Toler came to Foster City with a strong finance background, having worked as a Certified Public Accountant for seven years, primarily serving the government, non-profit and financial institution sectors. As Administrative Services Director he provided direction and oversight to the Information Technology Division, Foster City Television and Foster City’s telecommunications franchise agreements.
Concurrent with his assignment as Administrative Services Director, Toler has been the City’s Budget Director for the past four years, taking a leading role in preparing the City’s annual budget and five year financial plan, a role he will continue as Financial Services Director.
“Foster City has a history of strong financial management and leadership in the organization. I plan to continue this legacy of responsible stewardship and transparent financial reporting while seeking new and innovative ways to make financial transactions easier for our residents, businesses and other customers,” reflected Toler.
Steve, his wife and his two teenage sons are long-time Foster City residents. Steve is active at Central Peninsula Church in Foster City and heavily involved with his sons’ local sports programs. Prior to working for the City, Toler served on both the Audit Committee and Information Technology Advisory Committee, groups that advise the City Council on matters relating to their areas of specialized interest. Steve is also currently pursuing a Masters degree in Public Administration at California State University, East Bay.
