Doris Palmer Named New City Clerk in Foster City

Foster City, CA; February 3, 2009
 

City Manager Jim Hardy is pleased to announce that Doris Palmer has been appointed by the City Council as Foster City’s new City Clerk effective July 1, 2009. Palmer will step up to the challenge following City Clerk Therese Calic’s retirement. Palmer is currently the Foster City Deputy City Clerk.

Mayor John Kiramis voiced the City Council’s confidence in the appointment saying, “I know that Doris is the right person to get the job done. She brings extensive knowledge and high energy to this important position.”

“Doris has proven through her many years as Foster City’s Deputy City Clerk to have all the qualities that will make her successful as City Clerk now and in the future,” said City Manager Jim Hardy.

Palmer began her career with Foster City in 1989 in the Public Works Department. She became Deputy City Clerk in April 1995. She earned her Municipal Clerk certification from the International Institute of Municipal Clerks in 2002.

The job of the City Clerk dates back to ancient times, having been documented since Roman times. In modern days, City Clerks are responsible for a variety of tasks including maintaining the official records for the City Council and managing municipal elections. It is a vital function that Palmer has made significant contributions to during her tenure as Deputy City Clerk and which she will continue to shape as she assumes the position of City Clerk.

The City Council appointed Ms. Palmer to the position of City Clerk at its meeting on February 2, 2009.

Palmer immigrated with her parents to the United States as a young child. She attended high school in New York and earned a Bachelor of Arts degree in International Relations from Tufts University and a Master of Arts degree in Mass Communications from the University of Florida. She spent time working in Government Relations in Washington, DC before moving to the Bay Area.

Ms. Palmer is married with two sons. She is highly energetic, spending her free time with her family and teaching yoga. “I am excited about adding a new dimension to my work life. I have always embraced new challenges,” said Palmer.
