Job Specification
DEFINITION:
To plan, coordinate and supervise a major accounting functional area such as the general ledger, reimbursements; prepare financial statements; and to do related work as required.
DISTINGUISHING CHARACTERISTICS, FEATURES, REQUIREMENTS:
This is the advanced journey level classification. Positions in this class differ from those in the immediately lower class of Accountant I or II by the size, diversity, and complexity of the assigned accounting area and by supervisory responsibilities.
SUPERVISION EXERCISED AND RECEIVED:
Receives direction from the Accounting Manager. Exercises direct supervision over professional personnel.
IMPORTANT AND ESSENTIAL DUTIES:
o Establish and maintain a variety of ledgers and other financial documents.
o Supervise and evaluate the work of subordinate professional, technical, and clerical personnel. Assist with budget preparation.
o Prepare and submit reports, claims, and other financial information for internal and other governmental agency use, including preparation of the annual financial statement and State Controller's Reports, coordinate and file claims for State mandated costs.
o Coordinate a wide variety of fiscal activities; perform comprehensive financial studies as directed.
o Formulate expenditures, revenue, and other financial projections.
o Issue correcting and adjusting journal vouchers; audit journal vouchers issued by staff.
o Interpret and implement policies and regulations relating to financial record keeping systems.
o Provide technical accounting and financial support to other sections of the Finance Department.
o Compute General Obligation Bond tax rate; initiate payments to paying agents for City bonds.
JOB-RELATED QUALIFICATIONS:
Knowledge, Skills and Abilities:
Knowledge of:  o Generally accepted accounting principles, practices and procedures.
o Governmental and cost accounting.
o Principles of training and supervision.
o Application of data processing to accounting and financial management. Budget preparation and administration.
Ability to:  o Plan, assign, supervise and coordinate the work of accounting staff.
o Establish and maintain cooperative working relationships with those contacted in the course of work.
o Establish and maintain financial records, procedures and systems.
o Prepare clear and comprehensive financial reports and statements.
o Interpret and implement financial policies and regulations.
o Analyze and evaluate financial data and fiscal operations and recommend improvements.
EDUCATION AND TRAINING GUIDELINES:
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:
Education:  Equivalent to a Bachelors Degree from an accredited college or university in Accounting or Business Administration.
Experience:  Four years of recent, progressively responsible experience in the field of professional accounting. Supervisory experience is desirable.
