Job Specification
Under general direction responsible to perform a variety of complex technical functions, management and support of the City’s network and systems; provide consultation to departments to identify information management needs; research and recommend standards and procedures for computer technology; install, configure and troubleshoot network applications and systems; may perform project management tasks for stand-alone department applications or on citywide applications; perform other related duties as assigned.
This is an advanced-journey level position. This is a full-time, exempt position requiring advanced training, requiring complex installation, diagnostic and maintenance experience in the areas of network and telecommunications administration, information security, third-party applications support; working with and coordinating activities with vendors and/or service providers, and providing assistance and support for computer equipment and services as required. It requires flexible work scheduling including evening and weekend hours as required.

This position distinguishes itself from the Technology Analyst II position by level of responsibility, advanced journey level technical and system analysis skills, and ability to work independently on and manage multiple projects and disciplines.
This position is supervised by the Information Technology Manager. The position does not exercise direct supervision, but may be required to provide technical and functional oversight to lower level classifications, interns, and vendors / consultants as needed.

• Implement, evaluate, monitor and maintain appropriate security systems and procedures
• Assist in the long-range strategic planning of LAN and WAN systems for the City and participate in the development of system policies and procedures
• Analyze and evaluate vendor supplied software and hardware products
• Coordinate the acquisition, installation and application of vendor products
• Evaluate and monitor hardware and software support contracts
• Assess the need for, create and implement configuration changes in network devices, including switches, routers, firewalls, and network servers to maintain system security and optimum operation
• Receive, log and track all calls from users related to problems and questions
• Install, configure and support a virtualized server environment (VMWare); maintain and support all Microsoft Servers
• Install, configure and support third-party software and legacy applications; schedule vendor maintenance and repair activities; provide additional third-party support for department specific applications
• Provide second level technical support to users by diagnosing and correcting problems
• Complete move/add/change (MAC) requests
• Coordinate off-site storage and archiving for all backups
• Serve as primary liaison with telecommunications service providers to resolve problems and move/add/change (MAC) requests
• Set up and maintain network and telecommunications hardware and software
• Coordinate purchasing activities with department support staff
• Maintain city-wide inventory of network, telecommunications and computer hardware, software, books, manuals and other related documents
• Generate reports as requested by city departments
• Participate in the development and implementation of the City’s information security policy and business resumption (disaster recovery) plans
• Develop and provide training for City departments on the use and application of hardware and software
• Assist in the development of procedures and practices of the Information Technology division and City employee use of Information Technology equipment
• Assist in the evaluation and testing of network and desktop software and hardware products
• Research and recommend products and vendors
Attends meetings and conferences; attends and presents technical information at City Council and other meetings, including Council advisory committees on Information Technology issues; leads and participates in employee task forces and committees related to information technology.

The City's Information Technology Division is an internal support division of the City, supporting the operating departments in delivering quality, efficient and effective service to the community. A high level of customer service orientation and effective interpersonal communication skills are required. An appropriate combination of the following areas of knowledge, skills and abilities is necessary based on the operational needs of the Division.
Knowledge, Skills and Abilities:
Knowledge of:  • Operations, policies, procedures and functions of the City
• Principles and practices of a wide variety of network and telecommunications systems
• Computer hardware and software applications and associated security and backup procedures
• Principles and methods of system analysis
• Current trends and developments in information technology systems
• Principles and practices of project management
• Working knowledge of current Microsoft Windows Enterprise systems (Server, SQL, Exchange, Terminal), VMWare, and firewall systems

Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:
Education:  Equivalent to a bachelor’s degree from an accredited four year university or college with major course work in information systems, computer science, business administration or a closely related field.
Experience:  Dependent upon operational needs, experience requirements include: Three to five years of highly responsible and verifiable experience in a data processing environment equivalent to a microcomputer specialist performing configuration, implementation, administration and support of LANs; and/or,

Experience with latest versions of VMWare, Microsoft Enterprise Systems, and MS desktop systems; network switches, VLANS; firewall and information system security; and IBM iSeries, telephone (VOIP) and voice mail systems.
Excellent written and verbal communication skills; physical strength and agility to safely lift, manipulate, install and troubleshoot computer equipment; ability to hear, understand and retain complex information and instructions; ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb, and lift 50 lbs.; exposure to confining work space and electrical hazards; ability to travel to different sites and locations; availability for shift work, 24-hour on-call, and stand-by.
Licenses:  Possession of a valid Class C California Driver’s License.
Certificates:  Certification in computer science, network administration, information system security (CISSP), Microsoft, VMWARE, or telecommunications specialty programs may be considered in meeting the education and training guidelines.
SALARY:  $8,300 - $10,089 per month
