DEFINITION:
Oversees the maintenance division of the Public Works Department. This includes managing personnel and the operations of the division, including administration and budgetary responsibility specifically for the lagoon, levee, streets and lighting, maintenance and replacement; as well as the water and wastewater systems. This position will also be part of a team working on many complex engineering projects and integrate new developments into the City's comprehensive maintenance program.
DISTINGUISHING CHARACTERISTICS, FEATURES, REQUIREMENTS:
This is a full -time, middle management position that requires significant administrative, analytical and technical skills. Responsibilities include response to emergency conditions during non-business hours for repair, consultation and direction as needed.
SUPERVISION EXERCISED AND RECEIVED:
General direction is provided by the Director of Public Works. This position exercises direct supervision over public works maintenance supervisors, as well as certain administrative support personnel.
IMPORTANT AND ESSENTIAL DUTIES:
This is a senior staff advisor to the Director with significant oversight of the maintenance functions of the Public Works Department. The incumbent performs general and technical assignments in researching, analyzing, monitoring, and reporting in fiscal, personnel, and operational areas of projects and programs within the department; organizes the approach and response to demands and needs of the operating divisions for construction, repair and maintenance of city public works systems, equipment, and facilities; analyzes federal, state, and local regulations and assures regulatory compliance; insures division compliance with city rules, regulations, ordinances and policies; develops and implements goals, objectives, policies, priorities; plans, schedules and assigned projects; coordinates staffing, training, performance standards and levels, and evaluates performance of maintenance division personnel; cooperates with employee group representatives to address operational and personnel problems and develops and implements solutions; insures compliance with safety policies and safe improvement program budgets; develops cost estimates, specifications, and recommendations on equipment purchases; participates in administering contracts; prepares project status reports; develops department policy, procedures and guidelines, and makes recommendations to the Director; investigates and responds to citizen complaints, and personnel problems and issues; represents the department and the Director when necessary to coordinate efforts with other departments, professional organizations, and outside agencies on public works projects and programs.
OTHER JOB-RELATED DUTIES:
Inspects work sites before, during and after completion to assure thorough and accurate performance, oversees the preparation of plans and sketches for minor maintenance and repair projects; reviews engineering plans and projects for design, construction and new development; coordinates preparation of city council staff reports; responds to requests for information and analysis from City Council/District Board and executive management.

Knowledge, Skills and Abilities:
Knowledge of:  Theories, principles and practices of supervision, public works project management, administrative and budgetary procedures; techniques, equipment, materials and methods used in maintenance activities; automated and computerized operations.
Ability to:  Anticipate, develop plans for, and implement programs to meet municipal needs; develop and implement rules, policies, procedures; prepare oral and written technical, analytical, and fiscal reports; plan organize, coordinate, direct, and evaluate the work of others; establish and maintain effective working relationships with others; recognize and respond to organizational and operational difficulties; understand and evaluate technical, engineering, construction plans, status reports, financial and budgetary data, blueprints, and contracts; analyze and develop policies and procedures for safe work practices.
EDUCATION AND TRAINING GUIDELINES:
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:

SPECIAL REQUIREMENTS:
Ability to sit, stand, walk, kneel, crouch, jump, physical mobility to negotiate difficult construction terrain, communicate clearly orally and in writing; ability to sit for long periods of time; understand and interpret complex accounting procedures; work as needed during non-business hours; attend conferences and seminars to receive updated information on new laws and regulations.

SALARY:  $8,601 - $10,455 per month
