Job Specification
Under supervision, performs entry level professional civil/traffic engineering work in design, construction, inspection and coordination of a variety of public works and transportation projects; serves as project managers for assigned projects and performs a variety of engineering support services including plan checking, preparation of bid summaries and cost estimating.
This is the entry level professional engineer classification. Incumbents perform office and field engineering work of low to moderate complexity under general supervision. Assignments are performed within a framework of established procedures and guidelines and require review and direction from a supervisor or technical staff member with more experience.
Receives direction and supervision from a higher level engineer. Assignments may require task supervision of technical support staff.
Designs and prepares engineering plans, specifications and cost estimates for public works projects including streets, street lighting, traffic signals, parks and recreation facilities, storm, sanitary sewer and water systems, parking facilities and other structures; assists in and prepares preliminary design studies to determine the most economical and satisfactory type of installation; checks subdivision and construction plans for conformance to City standards; checks for adequacy of design, traffic geometrics, hydraulics, grading, cost estimates, soils reports, and other factors; performs computer analysis of engineering problems; coordinates with outside engineering firms; prepares and compiles engineering and special reports and recommendations; prepares property descriptions and does right-of-way work; supervises technical personnel.
Provides information to the public on department operations and current proposed projects; attends meetings and conferences; makes presentations to City Council and other legislative bodies.
Knowledge, Skills and Abilities:
Knowledge of:  principles, practices and methods of civil engineering as applied to the planning, designing and construction of streets, storm drainage and other systems; knowledge of design principles, strength of materials, stress analysis and principles of mechanical, electrical and structural engineering and surveying as they apply to the design of public works structures.
Ability to:  derive standard design formulas and text table information; prepare accurate plans, specifications, cost estimates, staff and engineering reports; make accurate engineering computations and drawings; communicate effectively orally and in writing; develop and maintain cooperative working relationships with others to coordinate public works activities with other City departments, divisions and outside agencies; operate computer system and associated engineering applications; learn, retain and apply various laws and regulatory codes relevant to assigned area of responsibility.
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:
Education:  Bachelor's degree in Civil Engineering or a closely related field from a recognized college or university.
Experience:  None required; however related experience may be substituted on the basis of two years experience for each year of formal college education. An Engineer-In-Training Certificate will be considered the equivalent of two years of formal college education.
Ability to sit, stand, walk, kneel, crouch, jump; physical mobility to negotiate difficult construction terrain; mental alertness and comprehension to learn and retain technical and administrative information, terminology, equipment, policies, procedures and safety practices.
Licenses:  Possession of a valid Class C California Driver's License.
Certificates:  An Engineer-In-Training (EIT) Certificate is highly desirable. Possession of a valid State of California Professional Civil Engineer registration allows the incumbent to use the distinction of 'Civil' in the job title (i.e. Junior Civil Engineer).
SALARY:  $6,771 - $8,230 per month
