DEFINITION:
Under general direction of the Human Resources Director, provides professional support of the Human Resources Department through the performance of generalist personnel functions. Responsibilities include benefits administration, recruitment and selection, workers’ compensation and employee safety, training and development, labor and employee relations, classification and compensation and organizational development support; performs related duties as required.
SUPERVISION EXERCISED AND RECEIVED:
General direction is provided by the Human Resources Director. This position may direct assigned administrative support classifications.
IMPORTANT AND ESSENTIAL DUTIES:

Coordinates and assists in administering City-wide human resources programs including benefits, recruitment and selection, workers’ compensation and safety, training and staff development and classification and compensation programs; develops and administers support activities related to areas of assignment; develops and presents training programs.

Counsels and advises employees, supervisors, department heads and the public on matters related to employment, promotion, retirement, benefits, classification, compensation, and accident reporting and claims procedures.

Prepares written memos, letters, reports, standard operating procedures, policies and publications for effective communication with internal and external customers.

Interprets and applies rules, regulations, MOU's, policies and procedures and court decisions related to human resources administration; drafts policies and procedures as may be required.

Provides analysis and recommends actions on various aspects of human resources administration; develops statistics and engages in research in preparation of policies and procedures; prepares reports and supporting documentation as required; assists in department budget preparation and administration.

Establishes and maintains appropriate files in accordance with state and federal law and City/District retention guidelines; reviews files; oversees file reviews by staff and outside agencies; adheres to City/District record management requirements.

Assists in the labor negotiation process and in employee relations matters and functions; performs research and provides analysis in support of the labor negotiations process.

Participates in the development, execution and analysis of various compensation, classification and benefits studies and surveys; conducts job analysis and develops new or revised classification specifications.

Builds and maintains positive working relationships with co-workers, other City employees and the public using principles of good customer service.

Attends and participates in a variety of professional association meetings; stays abreast of trends and innovations in the field of human resources.

Performs related duties as assigned.
JOB-RELATED QUALIFICATIONS:
Knowledge, Skills and Abilities:
Knowledge of:  Modern principles and practices of human resources administration and risk management, including performance evaluation, recruitment, benefits, classification and compensation, workers’ compensation and safety and training and staff development; modern principles and practices of labor and employee relations; legal requirements, state and federal employment laws and court decisions affecting employment practices; modern office procedures, methods, and computer equipment; arithmetic and basic mathematical and statistical calculations, including percentages and decimals; effective styles of oral and written communication; English usage, spelling, punctuation and grammar; computer software including word-processing, spreadsheet, and database applications, as well as an Human Resources Information System;
Ability to:  Perform duties in support of human resources and risk management activities; make effective oral presentations; conduct organizational, procedural and statistical research studies and analyses and prepare and maintain confidential, technical, and statistical records and reports; intermittently, review documents related to division operations; observe, identify and problem solve office operations and procedures; understand, interpret and explain applicable City/District policies and procedures; explain operations and problem solve human resource issues to the public and with the staff; read, interpret, and apply pertinent rules, regulations, standards, and procedures and court decisions; organize, prioritize, and coordinate work activities; use initiative and sound independent judgment within scope of responsibility; maintain confidentiality; make arithmetic calculations with speed and accuracy; analyze situations quickly and objectively and determine proper course of action; use a computer, calculator, typewriter, telephone, facsimile machine, and photocopy machine; establish and maintain effective working relationships with those contacted in the course of the work; communicate clearly and concisely, both orally and in writing.
EDUCATION AND TRAINING GUIDELINES:
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:
Education:  Equivalent to graduation from college in Public Administration, Business Administration, Personnel Administration or a related field.
Experience:  Three (3) years of increasingly responsible human resources experience, preferably in the public sector.
SPECIAL REQUIREMENTS:
Be flexible in work style, including the ability to successfully work with individuals from diverse backgrounds and professions; strong computer skills with proficiency in a variety of word processing, spreadsheet and database applications; a commitment to providing excellent customer service; attend evening meetings; obtain information though questioning; work with interruption; effectively handle multiple assignments; and deal firmly and courteously with the public.

Ability to: Understand, interpret and communicate complex issues, laws, policies and procedures; maintain composure in difficult situations; communicate effectively verbally and in writing; ability to manage multiple priorities and projects; apply technical knowledge and explain information to a variety of audiences; sit for long periods of time; intermittently twist and reach office equipment; stand, bend, squat, kneel or twist while using/clearing copy equipment or retrieving/returning files; write and use keyboard to communicate through written means and enter/retrieve data from computer; and lift or carry weight of 20 pounds or less.
LICENSES, CERTIFICATES, REGISTRATION:
Licenses:  Possession of a valid California Class C Driver’s License with a satisfactory driving record is required for the position.
Certificates:  Certification in professional specialty areas may be considered in meeting the education and training guidelines.
SALARY:  $5,902 - $7,174 per month
