Job Specification
Plans, organizes and directs the activities of the Fire Department in preventing and extinguishing fires, protecting life and property, and providing emergency medical services. Directs personnel in the utilization of equipment and apparatus. Develops and administers programs in fire prevention, suppression, ordinance and code enforcement, and labor relations.
This is a full-time, executive management position that requires significant administrative, analytical, and technical skills. Responsibilities require on-call duty on a regular, routine basis for consultation, and actual response beyond normal business hours.
Receives supervision from the City Manager. Exercises direct supervision over division chiefs, executive secretary, and has ultimate responsibility for all department personnel.
Formulates, analyzes, and assures implementation of rules, procedures, policies and guidelines in fire suppression and prevention, and ordinance and code enforcement; selects, assigns, promotes, and disciplines department personnel in accordance with City rules, department policies and Memoranda of Understanding; prepares annual department budget requests and estimates, and monitors expenditures; recommends purchases of equipment and supplies; supervises safety and emergency preparedness activities; assigns special projects, develops goals; provides operational support and guidelines to Division Chiefs and Captains; attends meetings; conferences and advanced training with other agencies and departments; confers with representatives of local, state, and federal agencies, and representatives of labor unions to discuss issues and resolve problems; meets with public groups and individuals as a representative of the department to further positive public relations.
Prepares a variety of technical and departmental activity reports and records; maintains departmental awareness of new technology and methodology in fire suppression and prevention; directs the provision of departmental support services of station, hydrant, and equipment maintenance, training, drill, and fire inspection activities; serves on employee and citizen advisory committees.
Knowledge, Skills and Abilities:
Knowledge of:  advanced principles, practices, and techniques of management, budgeting, labor relations; operational objectives and practices of fire administration, firefighting, equipment maintenance, fire inspection and prevention, personnel practice and training methods; emergency medical services, equipment and techniques; building inspection and construction.
Ability to:  learn the codes and geography of Foster City; plan, direct and supervise the work of a fire protection organization; determine, develop, negotiate and administer sound department policies, procedures, recommendations, and reports; analyze difficult situations and develop resolutions; develop and maintain effective working relationships with department and other city staff; deal courteously and effectively with citizens, community groups, union representatives, and government officials; communicate clearly and concisely orally and in writing; meet appropriate physical demands necessary for adequate job performance; serve in an on-call capacity and respond during non-business hours to routine consultation and emergency situations.
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:
Education:  Equivalent to a B.S. degree in fire science, public administration or a related discipline.
Experience:  Eight years of experience in firefighting and fire prevention including at least four years in a responsible supervisory capacity at a command level, such as Captain with bureau/division responsibility; Battalion Chief; Division Chief; Deputy Chief; Assistant or Fire Chief.
Ability to learn, retain and use technical information, terminology, equipment and guidelines; mental alertness and comprehension required to obtain the knowledge and abilities listed above; physical stamina and strength to sit, stand, walk, kneel, crouch, stoop, and squat on a daily basis, and twist upper body, climb, lift, and run on an as-needed basis.
Licenses:  Possession of a valid California Class "C" Driver's License.
Certificates:  State Certification as Fire Officer.
SALARY:  $14,548 - $17,683 per month
