Job Specification
DEFINITION:
Manages the overall operation of the Department of Public Works including engineering, traffic engineering, streets, sewer, water and lagoon operations, facilities and equipment maintenance and repair.
DISTINGUISHING CHARACTERISTICS, FEATURES, REQUIREMENTS:
This is a full-time, executive management position that requires significant administrative, analytical, and technical skills. Responsibilities include on-call response to emergency conditions during non-business hours for consultation and direction, and frequent attendance at City Council meetings.
SUPERVISION EXERCISED AND RECEIVED:
Receives supervision from the City Manager. Exercises direct supervision over key engineering staff members, the public works maintenance superintendent, executive secretary, and administrative assistants and other staff members as needed.
IMPORTANT AND ESSENTIAL DUTIES:
Plans, organizes, directs and controls divisions to perform a wide variety of public works maintenance, engineering, and operations tasks and projects; studies departmental organization, personnel distribution, and project requirements to effect efficient and economical utilization of resources; establishes, develops, and oversees compliance with major policies, city rules, long term programs, and operating procedures; directs the preparation and administration of the annual budget and analyzes divisional budget estimates; directs and prepares studies and reports; presents technical information and recommends action to the City Council; conducts field inspections and reviews progress to insure the accomplishment of projects and implementation of policies; reviews and participates in the preparation of environmental impact reports; assists in the review and approval of tentative subdivision maps; supervises and reviews final subdivision maps; supervises and reviews improvement plans and conducts inspections of improvements; coordinates master plan support of water, sewer, streets and lagoon systems to meet general plan objectives; develops, implements, and administers the City/District’s capital improvement program which includes preparation of contract documents including preliminary design, surveying and preparation of plan specifications; conducts financial analyses related to public works including fee analyses and water and sewer rate studies to appropriately determine and recommend charges.
OTHER JOB-RELATED DUTIES:
Reviews equipment needs and makes recommendations for replacement in budget; represents City/District at meetings; confers with local, state and federal agencies, civic groups and professional organizations; approves final subdivision maps.
JOB-RELATED QUALIFICATIONS:
Knowledge, Skills and Abilities:
Knowledge of:  Construction and maintenance methods, materials and equipment relevant to municipal public works; principles and practices of municipal engineering; administrative and budgetary procedures; principles, practices and techniques of management and training.
Ability to:  Anticipate municipal needs; develop and implement rules, regulations, programs, policies and procedures; prepare oral and written reports; plan, organize, direct and control the work of others; establish and maintain an effective and efficient working relationships with others; recognize and respond to organizational and operational difficulties; understand, evaluate and analyze a wide variety of technical, engineering, construction, and financial data, reports, blueprints, and contract documents; understand land surveying methods.
EDUCATION AND TRAINING GUIDELINES:
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:
Education:  Equivalent to a B.S. degree in civil engineering, public administration, or a related discipline. A graduate degree in engineering or public administration is desirable.
Experience:  Six years of increasingly responsible full-time paid professional experience in public works, including four years in a supervisory, administrative role.
SPECIAL REQUIREMENTS:
Ability to sit, stand, walk, kneel, stoop, crouch; physical mobility to make field inspections and visits to construction sites, climb and descend vertical ladders up to 30 feet; communicate clearly and effectively with others; mental alertness and comprehension to learn and retain required technical information, terminology, equipment, and guidelines involved in essential duties and functions.
LICENSES, CERTIFICATES, REGISTRATION:
Licenses:  Possession of a valid California Class “C” Driver’s license. Licensing prior to January 1, 1982 to allow performance of land surveying, and statement of technical accuracy of final maps is also desirable.
Registration:  Registration as a Professional Civil Engineer with the California Sate Board of Registration for Civil and Professional Engineers is desirable.
SALARY:  $12,069 - $14,670 per month
