Job Specification
DEFINITION:
Under general supervision, performs professional planning duties, preparing studies, reports, plans, maps; develops and enforces zoning regulations; processes permits and applications; makes presentations to elected officials and the public; coordinates City efforts to maintain the appearance of the City and to prevent or correct violations of various City ordinances, regulations and standards that affect the condition or development of property.
DISTINGUISHING CHARACTERISTICS, FEATURES, REQUIREMENTS:
This is a full-time, exempt management position in the Community Development Department requiring technical ability and excellent communication skills. This classification is distinguished from the higher levels by the limited scope of projects and increased level of supervision and guidance in project management.
SUPERVISION EXERCISED AND RECEIVED:
Supervision received from the Principal Planner and Community Development Director. Does not exercise routine supervision.
IMPORTANT AND ESSENTIAL DUTIES:
Assists in conducting design review of applications for room additions, property improvements and new developments; assists in studies of land use and design of municipal plans, assembles a variety of information and data for preparation of studies and reports; develops statistics and engages in research in preparation of various phases of planning projects; provides technical information on zoning to developers, interested groups and the public; helps to staff the planning / code enforcement divisions public information counter by providing information to the public; develops maps, charts and graphics for presentations; reviews and makes presentations regarding development plans, architectural reviews, use permits and sign reviews for conformance with city design standards; performs field inspections to determine conformance to design standards and regulations; assists in the preparation and update of city design standards, regulations and plan approvals; conducts field investigations concerning violations of the zoning, sign, property maintenance and other related ordinances; coordinates with other City departments in the correction of municipal code infractions; follows up on cases to assure compliance with codes; participates in various studies connected with development and appearance of city neighborhoods, structures and businesses; assembles pertinent data to be used in studies required for meetings and hearings; prepares staff reports, technical reports and other correspondence; presents and explains detailed information at City Council, Planning Commission, and other public meetings.
JOB-RELATED QUALIFICATIONS:
Knowledge, Skills and Abilities:
Knowledge of:  Principles, practices and purpose of municipal planning; site and project design review; nomenclature, symbols, methods, practices, techniques and instruments used in planning, drafting and mapping; statistics and statistical analysis as applied to land use, transportation, zoning and master plan studies; principles and techniques of developing and maintaining a master plan; site planning and architectural design; laws and other regulations relating to municipal planning.
Ability to:  Operate personal computers and utilize planning applications; analyze and compile statistical, economic and technical data; read, comprehend, interpret and explain state and municipal laws, policies, regulations and guidelines pertaining to land use, development, property and permit applications; identify the existence of code violations; use sound judgement in determining the degree of compliance with various laws; reach independent and accurate conclusions based on codes and other facts; determine the correct course of action to assure compliance; prepare written and oral reports; establish and maintain effective working relationships with other employees, developers and the public; read and interpret architectural and construction plans; communicate clearly, concisely and tactfully with a variety of audiences; learn, retain and apply knowledge of laws and ordinances.
EDUCATION AND TRAINING GUIDELINES:
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:
Education:  Graduation from an accredited college or university with a Bachelor's degree in City or Regional Planning, Urban Studies, Geography or a related field.
Experience:  One year of full-time, paid professional planning experience or similar work experience is required; experience in municipal code enforcement or other similar public administration duties including public contact and computer usage is desirable.
SPECIAL REQUIREMENTS:
Intermittent weekend, evening or other-than-normal business hours work; ability to manage multiple priorities and projects; ability to apply technical knowledge and explain information to a variety of audiences; ability to remain calm in difficult situations and circumstances; ability to respond assertively, politely and professionally to citizens and other public officials and City departments; communicate clearly both orally and in writing.
LICENSES, CERTIFICATES, REGISTRATION:
Licenses:  Possession of a valid California Class C Driver's License and maintain a good driving record.
SALARY:  $6,281 - $7,635 per month
