Job Specification
Under general direction of the Finance Director, manages the financial activities and accounting functions, computer operations and supervises accounting staff; performs difficult and complex statistical analyses; assists with investment activities of the City/District and Community Development Agency; assists with annual budget preparation; in charge of the annual financial audit and acts as the Department Head in the absence of the Finance Director.
This is a full-time, middle management position requiring significant expertise in administrative, supervisory and accounting functions. Responsibilities include coordination of the fixed assets program, payroll, accounts payable, utility billing, general ledger accounting, the automated municipal finance system and backup support for the city's computer operating system.
Receives general direction from the Finance Director. Provides direct supervision to the accounting staff including Account Clerk and Meter Reader positions.
Analyzes fiscal transactions to assure conformity and compliance with generally accepted accounting procedures and practices as well as City/District codes and ordinances; collects, analyzes, interprets and documents fiscal and operating data; prepares financial statements and reports; audits financial records; assists in budget preparation, manages year end closing and internal audits; prepares responses to surveys and other requests for information from regulatory agencies; coordinates and prepares accounting reports and reconciliations for capital improvement projects; coordinates and updates fixed assets program; monitors arbitrage/rebate program, provides revenue/expenditure statements, investment schedules and rates for special assessment districts; monitors and prepares monthly reports on investment portfolios for the City/District and Community Development Agency; responds to inquiries on revenue bonds or general obligations; works with independent auditors on annual review of City/District financial records; selects, trains, supervises and evaluates accounting staff.
Reviews, audits and approves purchase orders and special payment demands; updates annual statistical information on the Comprehensive Annual Financial Report (CAFR).
Knowledge, Skills and Abilities:
Knowledge of:  Laws relating to public finance; principles and practices of local government budgeting, investment planning and financial administration; generally accepted accounting and internal auditing principles, methods and techniques; computer operations and financial software applications; principles of supervision.
Ability to:  analyze, interpret and explain financial policies, procedures and practices; examine, prepare and verify accurate and timely financial statements, reports and analyses; correlate and apply large volumes of written and numerical data; establish and maintain sound fiscal procedures and records; direct the work of technical and clerical staff; establish, maintain and foster cooperative working relationships with department and other city staff; develop and implement modified and new accounting procedures and systems; demonstrate effective verbal and written communication skills.
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:
Education:  Graduation from a recognized college or university with a B.S./B.A. in accounting, finance, public or business administration or a closely related field.
Experience:  Five years of professional accounting and data processing experience with at least four years in municipal accounting. Supervisory experience is preferred.
Ability to learn and retain complex information, terminology, policies and procedures; work effectively with a wide variety of people; maintain composure under difficult circumstances; analyze accounting systems and procedures; organize and supervise the work of others.
Licenses:  Possession of a valid Class C California Driver's License.
Certificates:  Certification in municipal accounting courses and programs may be considered in meeting the education and training guidelines.
SALARY:  $9,917 - $12,054 per month
