DEFINITION:
Under the general direction of the City/District Manager assists in general administration and special projects of City/District departments; serves as Acting City/District Manager in the absence of the City/District Manager; provides direct administrative and analytical support to the City/District Manager as his/her principal assistant; provides functional supervision to the staff departments.
DISTINGUISHING CHARACTERISTICS, FEATURES, REQUIREMENTS:
This is a full-time, executive management position requiring significant administrative, analytical and technical skills. Responsibilities include assisting the City/District Manager in the overall management of City operations and coordinated public information and education, programs and activities, risk management, insurance administration.
SUPERVISION EXERCISED AND RECEIVED:
Direction is provided by the City/District Manager in concert with City Council/District Board policies and actions. Exercises indirect supervision of staff departments (City Clerk, Administrative Services and Financial Services).
IMPORTANT AND ESSENTIAL DUTIES:
Develops programs, policies and plans related to all facets of City government; assists the City/District Manager in coordinating municipal and interdepartmental operations; conducts administrative and special studies to resolve operational problems; assists in budget preparation and administration; coordinates risk management and insurance programs; represents the City/District Manager in internal affairs and liaison activities with citizen advisory committees and other public agencies; assists operating departments in providing public information and education; assists in city-wide policy formation and interpretation; provides analysis and recommendations with respect to federal and state legislation and regulations; prepares reports and recommendations for City Council/Board of Directors review and action; attends Council/Board meetings; responds to public inquiries on a variety of subjects; and serves as the Acting City/District Manager in the absence of the City Manager.
OTHER JOB-RELATED DUTIES:
Responsible for indirect supervision of the staff departments and coordinates City Attorney services as required.
JOB-RELATED QUALIFICATIONS:
Knowledge, Skills and Abilities:
Knowledge of:  principles, practices and methods of city management, public personnel administration, supervision and operational administration, municipal finance, city department functions and organizational objectives, risk management, public information, technological tools and efficiencies and labor relations.
Ability to:  plan, organize and direct the affairs of the City/District; provide leadership and consultation to executive and other managers; read and interpret complex laws, regulations and ordinances; develop and implement policies, procedures and plans; exercise independent judgement, analyze problems and recommend solutions, analyze data and prepare clear and accurate presentations, reports and informational materials; establish and maintain effective working relationships with city staff, representatives of public and private agencies, members of the public and City Council/District Board members in coordinating activities and resolving problems; make effective oral presentations and prepare clear written information; successfully negotiate agreements and resolutions to complex issues; select, train and motivate employees.
EDUCATION AND TRAINING GUIDELINES:
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:
Education:  Graduation from a recognized college or university with a Bachelor's Degree in Business or Public Administration. A Master's Degree in Business Administration or Public Administration is preferred.
Experience:  Five (5) years of increasingly responsible experience in public personnel administration, municipal finance, or other city management with at least three (3) years of management level experience.
SPECIAL REQUIREMENTS:
Ability to learn and retain technical and complex information, terminology, policies and procedures; work effectively with a wide variety of people; maintain composure under difficult circumstances; understand and interpret complex political issues and legislative trends; provide support and leadership to city department staff; communicate views and concerns of the public, city employees and representatives of other agencies to the City/District Manager.
LICENSES, CERTIFICATES, REGISTRATION:
Licenses:  Possession of a valid Class C California Driver's License.
SALARY:  $12,019 - $14,609 per month
