Job Specification
DEFINITION:
Performs journey level technical support including the maintenance of fiscal records and preparation of complex financial reports and analyses to assist in financial management of the City’s resources.
DISTINGUISHING CHARACTERISTICS, FEATURES, REQUIREMENTS:
This is a full-time, middle management position that requires significant administrative, analytical and technical skills to provide analytical support to senior staff members.

This is the entry-level class in the professional Accountant series. This class is distinguished from the Accountant II series by the performance of the more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction, judgment or complexity of assignments as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or no directly related work experience. Employees work under immediate supervision while learning job tasks. Receives immediate supervision from the Assistant Finance Director or other professional/management staff.
SUPERVISION EXERCISED AND RECEIVED:
Receives general supervisory direction and control intended to define objectives and problems from the Accounting Manager, with occasional instruction or assistance as new or unusual situations arise. No supervision is exercised.
IMPORTANT AND ESSENTIAL DUTIES:
Participates in the design, control, operation and enhancement of manual and computerized systems established for municipal accounting functions including budget/general ledger control, contracts/accounts payable, revenue/utilities billing, bank investments, payroll and fixed assets; prepares a variety of financial statements, reports and analyses; prepares required financial reports to other government agencies and financial institutions; prepares fund balance projections and reviews with operating departments; participates in the annual audit process; monitors various funds and city-wide projects for financial purposes; prepares and issues journal entries and verifies financial data; supports senior staff on large or complex accounting projects; answers inquiries and coordinates operations with other City departments; analyzes and reconciles expenditure and revenue accounts and coordinates various accounting records with information received from accounting systems and departmental records; reviews and audits entries made to various financial records for proper coding and maintenance of proper accounting procedures.
OTHER JOB-RELATED DUTIES:
Analyzes, calculates and allocates inter-departmental charges for various expenditures, performs comprehensive financial activity studies and assures compliance with reporting requirements.

Knowledge, Skills and Abilities:
Knowledge of:  Basic accounting techniques and principles; modern office procedures, methods and computer equipment.
Ability to:  Learn to apply accounting principles to the maintenance of financial and accounting records; learn and apply Federal, State and local laws and regulations to accounting and auditing work; examine, verify and prepare financial documents and reports; prepare a variety of financial statements, reports and analysis; communicate clearly and concisely, both orally and in writing; establish and maintain cooperative working relationships with those contacted in the course of work.
EDUCATION AND TRAINING GUIDELINES:
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:
Education:  Two years of basic accounting clerical experience is preferred. Equivalent to a bachelor's degree from an accredited college/university with major course work in accounting or business administration or an associate of arts degree with corresponding accounting course work and three years of increasingly responsible accounting clerical experience.
SPECIAL REQUIREMENTS:
Ability to communicate clearly orally and in writing; ability to sit for long periods of time; understand and interpret complex accounting procedures; work as needed during non-business hours; attend conferences and seminars to receive updated information on new laws and regulations.

SALARY:  $6,027 - $7,326 per month
