The City of Foster City is currently updating its Land Use and Circulation Element of the City's General Plan and preparing a Climate Action Plan.
The Land Use and Circulation Element is being updated because many of the objectives stated in the existing Element have been met. A new Land Use and Circulation Element is required to address new planning issues that will emerge. The updated Element is intended to be a map for the future that will guide the development and growth of the City while maintaining and enhancing the quality of life.
The Climate Action Plan will guide residents, businesses and local government in reducing greenhouse gas emissions. The Climate Action Plan incorporates implementation measures from existing City efforts, such as the Sustainability Action Plan, General Plan and Sustainable Foster City Plan, as well as new implementation measures to achieve greenhouse gas reductions.

- On Monday, July 6, 2015, the City of Foster City issued a Notice of Availability of the Public Review Draft Environmental Impact Report (DEIR) for the Foster City General Plan Update and Climate Action Plan, announcing the public review period of July 6, 2015 through August 31, 2015 and that a Public Hearing will be held by the Planning Commission on Thursday, August 20, 2015 to accept comments from the public on the adequacy of the DEIR.

On Tuesday, January 20, 2015, the City of Foster City issued an updated Notice of Preparation (NOP) for the Environmental Impact Report that will be prepared for the Land Use and Circulation Element and Climate Action Plan. The NOP includes notices of a Public Scoping Session on Thursday, February 19, 2015 to accept comments from the public on the scope of the EIR that will be prepared.

On Monday, October 20, 2014, the City Council considered the draft Land Use and Circulation Element and draft Climate Action Plan and directed staff to prepare the Public Review Drafts of both documents. The City Council adopted Minute Order 1391 directing that the draft Land Use and Circulation Element will remove all three of the previously identified "study areas."

On Thursday, December 20, 2012, the Planning Commission held a Study Session to review and consider the draft revised text of the Circulation Section of the Land Use and Circulation Element Update.
- On Thursday, July 19, 2012, the City of Foster City held a Public Scoping Session to accept comments from the public on the scope of the EIR that will be prepared for the Land Use and Circulation Element Update.
- On Tuesday, July 17, 2012, the Planning Commission held a Study Session to review and consider the draft revised background text, figures and maps of the Land Use and Circulation Element of the General Plan.
On March 19, 2012, the City Council Authorized an agreement with De Novo Planning Group for the preparation of an Environmental Impact Report (EIR) for the update of the Land Use and Circulation Element. This agreement includes preparation of a Climate Action Plan.
