Form 700 - Statement of Economic Interests

The purpose of financial disclosure is to alert public officials to personal interests that might be affected while they are performing their official duties, i.e., making governmental decisions. Disclosure also helps inform the public about potential conflicts of interest.

Public officials at every level of state and local government must disclose their personal financial interests. Elected officials, judges, and high-ranking appointed officials generally have the most comprehensive disclosure requirements. (Gov. Code Section 87200.) These include disclosure of:

  • Investments in business entities (e.g., stock holdings, owning a business, a partnership)
  • Interests in real estate (real property)
  • Sources of personal income, including gifts, loans and travel payments
  • Positions of management or employment with business entities

Elected officials, appointed officials and certain staff are required to comply with State law provisions relating to conflicts of interest. Those provisions, known as the Political Reform Act of 1974 are found in California Government Code Sections 87100-87500. The Fair Political Practices Commission is the State agency responsible for enforcement of the Political Reform Act.

Form 806 - Public Official Appointments

Fair Political Practices Commission (FPPC) requires each agency to post a single Form 806 (FPPC Regulation 18705.5 amended 03.2012). Form 806 reports additional compensation that officials receive when appointing themselves to positions on other committees, boards or commissions of a public agency, special district, and joint power agency/authorities. Each agency must post a single Form 806 listing all paid appointed positions including the date appointed, length of term and stipend amount.

Form 460 - Recipient Committee Campaign Statement

Fair Political Practices Comission (FPPC) requires candidates, officeholders, and their controlled committees to report when $1000 or more  is raised or spent or will raise or spend during a calendar year in relation with election to office or holding office.

Form 470 - Officeholder and Candidate Campaign Statement

Fair Political Practices (FPPC) requires officeholders and candidates without a controlled committee to report when less than $1000 is spent or will spend during a calendar year in relation with election to office or holding office.

Ethics Certificate - Assembly Bill 1234

On October 7, 2005, the Governor signed Assembly Bill No. 1234. AB 1234 requires that if a local agency provides any type of compensation, salary, or stipend to, or reimburses the expenses of a member of its "legislative body" (as that term is defined in California Government Code Section 54952), that local agency's officials must receive training in ethics.
