Education and Qualifications: I have been a resident of Foster City for 20 years, serving four years on the City Council, currently as Vice-Mayor, along with almost four years on the Planning Commission.
Managing a viable budget during this prolonged recession has been challenging. As a City Council member for the past four years, I have worked to ensure that expenditures remain in check while providing the highest level of service to our citizens.
As a Foster City Planning Commissioner, I worked to integrate managed change and modernization with Foster City’s strong sense of planned community.
My tenure as a City Council member and Planning Commissioner along with my business background as a Senior Executive have provided me with experience in management, budgeting process, accountability, and fiscal responsibility.
My priorities continue to protect our General Fund Reserves, identify senior housing and transportation alternatives, ensure minimal traffic impact from and ample infrastructure for redevelopment projects, enhance property values, remain diligent regarding citizen’s safety, and encourage alternative energy uses.
With your vote, I will continue my efforts to enhance our quality of life in Foster City by drawing on my experience on the City Council, professional background, and community involvement.
Jennifer Minkey-Selvitella

As a native of Foster City, I’ve seen our city evolve and change in great ways and would like to continue to see our city maintain this path by practicing fiscal responsibility and generating additional revenue streams to close the budget deficit. I would like the wonderful amenities we all enjoy, the safety and welfare of our citizens, to remain intact; in this I will be an advocate of all residents, bridging generations and listening to all concerns with an open mind.
I was raised in Foster City attending Foster City Elementary and Bowditch. My husband and I have 3 children enrolled in Foster City schools and I own a small insurance agency located in Foster City. I provide financial services and hold 2 security licenses and a Bachelor of Arts degree from the University of San Francisco in Government.
I was an active volunteer for the Foster City school PTA, serving as Financial Secretary, Executive VP and President and served on the Foster City AYSO soccer board and the FCYSA softball board. I have been coaching the youth of our city in both sports for the past 6 years and am an active member of the Chamber of Commerce.
Steve Okamoto
Age: 69
Occupation: Retired Chartered Financial Consultant
I have lived in Foster City for 33 years. My involvement with the City makes me the best choice for City Council. I was a member and chair of the Parks and Recreation Committee and inducted into the Sports Wall of Fame for 22 years with Little League as manager and umpire. I have attended all Council and budget study sessions since deciding to run. It is important that new members be knowledgeable about the City’s finances and prepared to assume the role quickly.
I am retired to dedicate my time to this position. My focus is making sure that streets are safe, seniors are served and children and families enjoy a quality of life here in Foster City.
I graduated from UC in 1963 with a degree in Business and earned my designation, Chartered Financial Consultant in 1984. I have 38 years experience as a financial planner and 10 years fundraising for the American Cancer Society. I’ll use this experience and knowledge of business and finance to do the best job that I can considering the budget deficits were are now facing.

My name is Herb Perez and it has been an honor for me to serve you on the Parks & Recreation Committee for my second term. I want to continue taking an active role for the betterment of our city. I feel that my business and organizational skills, along with my law degree, make me a strong candidate for City Council.

Bill Schwarz
Occupation: Certified Public Accountant
Education and Qualifications: Foster City’s structural deficit is the primary reason I am soliciting your vote to become a member of the City Council.
I have an active license to practice as a CPA in California. My education includes a BS in Accounting from San Jose State University and an MBA earned at Harvard University. I earned my CPA working as an auditor at KPMG in San Jose and subsequently was Controller or CFO for a number of California Corporations. Recently I have been working as a consultant, including Sarbanes-Oxley implementation and compliance, also known as internal control over financial reporting by public companies.
My wife Dianne and I have lived in Foster City for more than 30 years where we raised two sons who graduated from Bowditch, Audubon and San Mateo High. I would like to contribute to continuing our excellent quality of life offered in Foster City without additional taxes that may result if the structural deficit is not addressed by our City Council. I have enjoyed living here in Foster City for almost 20 years. My service on the Parks and Recreation Committee for 10 years and being chairman (2005) has deepened my appreciation for Foster City. This experience has given me insight into how the city’s budget and finances operate and how cooperation among city departments is a must.
As real estate broker for over 25 years I realize the importance of service and the importance of maintaining property values.
As native Californian, I graduated from S.F State University with a BA and Masters in teaching and Business from Norte Dame de Namur University. Currently I am a regular substitute for Sequoia Union High School District.
These last few years have created an urgent need to look for fiscal solutions as government revenue is lacking and I will work closely with all city departments to make sure we are cost efficient.
I will always make public safety a priority as well as providing ample senior housing. Keeping our city beautiful is something I know helps retain property values and quality of life for all our residents.
When elected I will keep an open mind and open door. It will be an honor to serve the city of Foster City
