Chess-Hatch Commercial/Industrial/Office Redevelopment Project

The proposed project would redevelop ±190,000 square feet of low-scale one and two story commercial/industrial buildings on ±11.89 acres with up to 800,000 square feet of office use in three (3) multi-story buildings up to 10 stories in height above 4 levels of parking served by a combination of at-grade parking lots and a large, shared parking structure. The proposed Master Plan will require the demolition of 11 existing one- and two-story buildings. The proposal includes a General Plan amendment to change the land use designation from Light Industrial to Chess/Hatch Research/Office and adopt the Chess Drive/Hatch Drive Commercial/Industrial area policies into the General Plan, a General Development Plan/Rezoning from M-1/PD, Light Industrial/Planned Development to CM/PD, Commercial Mix/Planned Development District and a Development Agreement.

Applicants: Sares Regis Group of Northern California, on behalf of Northwestern Mutual Life and Sea Cliff Properties.

Location: An ±11.89-acre site bounded by Chess Drive to the northwest, State Route 92 to the southeast, Foster City Boulevard to the southwest and the San Francisco Bay to the northeast. 1155-1157 and 1159-1191 Chess Drive.

Current Status:

  • The Planning Commission will hold a Study Session/Workshop to review the Chess/Hatch Office Buildings Master Plan – General Development Plan/Rezoning and Specific Development Plan/Use Permit at 6:30 pm on Tuesday, July 20, 2010, in the Council Chambers located at 620 Foster City Boulevard, adjacent to City Hall.   Please follow this link to view the notice for this meeting.  Please follow this link to view the agenda, staff report and other meeting materials.
  • The Planning Commission held a Study Session to review the draft design principles for the 3-building Chess-Hatch Office Development, on April 20, 2010.  Please follow this link to view the agenda for this Study Session.
  • The City Council held a Public Hearing on November 2, 2009 and approved for the Chess Hatch Master Plan: (1) Certification of the Final Environmental Impact Report and adoption of the Mitigation Monitoring and Reporting Program (EA-07-001); (2) General Plan Amendments to create a new Land Use Category and adopt area policies into the General Plan for this site (GP-07-001); (3) Adoption of the findings regarding significant environmental impacts including a Statement of Overriding Considerations (EA-07-001).

The Planning Commission held a Public Hearing on October 1, 2009 and recommended to the City Council approval of: (1) a General Plan Amendment to change the land use designation from Light Industrial to the new designation of Chess/Hatch Office Research and adopt the Chess Drive/Hatch Drive Commercial Industrial Area policies; (2) Rezoning from M-1/PD (Light Industrial/Planned Development) District to CM/PD (Commercial Mix/Planned Development) with a General Development Plan; and (3) Certification of the Final Environmental Impact Report for the Master Plan.

  • The Estero Municipal Improvement District Board held a meeting on November 3, 2008, at which they considered the Water Supply Assessment Report for the Chess Drive Office Buildings Project. Follow this link to see item 8.2 for the Staff Report.
  • At the City Council meeting on November 3, 2008 the agenda included two items, 8.3 and 8.4, that include follow-up work to the Draft Multi-Project Traffic Study that analyzes the traffic impacts of proposed developments in Foster City, including: Gilead Sciences Corporate Campus Master Plan, Chess Drive Office Buildings and the Mirabella San Francisco/Parkview Plaza Projects.   • The Planning Commission held a Study Session to review and discuss the Draft Multi-Project Traffic Study on Thursday, September 4, 2008. The purpose of this Study Session was to hear a presentation from the traffic consultant on the draft report and its conclusions and to offer the Planning Commission and public an opportunity to provide comments on the draft Traffic Study. The findings of the Final Report will be incorporated into the Environmental Impact Reports currently being prepared for the three projects studied (Mirabella/Parkview Plaza, Gilead and Chess Drive).  Follow this link to view the notice for this meeting. A link to the draft report can be found below.
  • The City has issued a Notice of Preparation to prepare an EIR. A Public Scoping Session was held to accept comments from Responsible Agencies and the public about the scope of the EIR on June 5, 2008. Follow this link to review the notice.
  • The City Council approved a Request for Proposals to prepare an EIR on April 21, 2008.
  • The Planning Commission has held two Study Sessions on July 19, 2007 and October 18, 2007 on the proposed project to review and discuss the site plan. Future study sessions will be scheduled to review building massing and architecture.
