Water System Update
I would like to bring you up-to-date on the Hetch Hetchy Water System reliability concerns.

Three bills have been considered by the State Legislature. SB1870 introduced by Senator Speier would enact a Bay Area Reliability Financing Authority Act and would authorize the member agencies to issue revenue bonds to improve the reliability of the regional water system. This Bill was approved in the Senate Local Government Committee.

Assembly Bills 1823 and 2058 introduced by Assemblyman Papan would in the first instance require the City and County of San Francisco to adopt a capital improvement plan and proceed with construction. The second bill AB2058 would provide for the formation of a Bay Area Water Supply and Conservation Agency which would in essence authorize the members to do everything needed to provide water. Both bills have passed the Assembly Local Government Committee.

None of these bills would take over the Hetch Hetchy Water System of San Francisco and they would provide for mutual cooperation.

I have appeared before the State Legislature on all three bills along with other elected representatives of affected cities and we all feel positive by the reaction we have received so far.

As these bills continue through the legislative process, I will continue to represent Foster City residents and businesses in Sacramento.
