The election is over and Foster City has two new City Council members. I would like to take this opportunity to share some of the things I have learned over the past twelve years as a member of the City Council.
First of all, be independent. Listen to and carefully consider the opinion of your colleagues on the council, but make up your own mind on every issue.
Second, be respectful of your colleagues. While you may not agree on an issue, it is essential that you respect your peer’s opinions. Listen carefully to their arguments. The city council works best when there is mutual respect among all members.
Third, be prepared to spend many hours preparing for each City Council meeting. Read all material provided in each agenda packet. Ask questions of the City Manager if you do not understand information the staff provided. Do this well before each city council meeting. At the council meeting you will then be properly prepared to discuss these issues.
Fourth, DO NO HARM. Carefully consider each action so that Foster City is not harmed. The revenue sources of the city must be protected to enable our City to provide the benefits and protections that previous city councils left to you as an inheritance. Do not overspend that revenue. Ensure that each expenditure is essential to the city. Maintain an adequate General Fund reserve.
Fifth, study and become well acquainted with Roberts Rules of Order and with California’s Ralph Brown Act for open government. These are the tools of your new office. City Council meeting are conducted under Roberts Rules of Order. The Brown Act protects both you and our citizens from questionable actions by local elected officials.
Sixth, attend the League of California Cities 2006 Mayors and Council Members Leadership Academy January 21 through 23 in Sacramento. This is essential training for your new position as a city council member. Ethics for elected officials are stressed. No matter what your professional and business experience may be, there are differences in city government. You must learn and understand those differences. This training will be most valuable as you embark on your new duties.
Last but not least, respect the office you are now entering. You have been entrusted with great responsibility – the protection and maintenance of the well being of Foster City. Congratulations!
