You may recall that several of my recent Council Corner?s dealt with California and Foster City budget issues. Despite the State Budget crisis that makes headlines most days, the Foster City staff and the Foster City City Council produced a balanced budget that preserves all City services for Fiscal Year 2003-04. The long hours of planning and meetings that took place in the past six months produced the Budget that the City Council approved at the shortest City Council meeting on record Monday June 16th.
Because the majority of that City Council Agenda was on the Consent Calendar, and there were no questions from either the audience or the Council, the Consent Calendar was approved without objection.
Nevertheless, I feel that an explanation of the Council?s action is necessary. Therefore my Council Corner will summarize what was accomplished at the June 16th City Council Meeting. Each of these actions was required to finalize our Fiscal Year 2003-04 Budget.
The Council, meeting as the Community Development Agency, Adopted the Fiscal Year 2003-04 Community Development Agency Budget.
The City Council Approved a Memorandum of Understanding between the City of Foster City and Foster City Firefighters for Fiscal Years 2003-04, 2004-05, and 2005-06.
The City Council Approved a Three-Year Agreement with the County of San Mateo for Animal Control and Shelter Services.
The City Council Amended an existing Resolution dated in 1990 Establishing Fees and Charges for Animal Control and Shelter Services.
The City Council Approved a Revision of the Foster City Personnel Rules and Regulations.
The City Council Approved and Adopted the Pay Plan for Fiscal year 2003/04.
The City Council Approved the City Attorney?s Fees for Fiscal Year 2003/04.
With the above actions approved and adopted, the City Council then passed a Resolution Adopting the Fiscal Year 2003/04 City Budget.
Those of you who watched the many Regular and Special City Council Meetings that made the above action possible saw and heard the long hours of staff presentations, public hearings, discussions, arguments and consensus-building that produced our well conceived and balanced budget for Foster City.
Every City Council member knows that next year will be more difficult. We must now wait and see what our State legislators come up with for the State Budget.
