My Thoughts on the 2002-2003 Preliminary Budget
In my review of the 2002/2003 Preliminary Budget, it was apparent that Foster City is in a sound financial position at this time. However, to maintain this position, the City Council must be vigilant in reviewing programs, services and methods of delivery.

There are items in the budget that I questioned and felt deserved more attention and discussion. I was, however, in the minority on many of these items. I accept that position but will continue to question programs and services when I feel it is appropriate.

While I do not agree with all aspects of the preliminary budget I plan to vote in the affirmative for its adoption. In the future as specific budget items come before the Council for authorization, I will again raise my concerns and accept the majority decision.

I believe that reasonable people can disagree without being disagreeable. I also believe dissenting opinions are healthy for a full and complete evaluation of any topic.
