Funding Non-Profit Agencies
The City Council goes through an annual process of funding two classes of Non-Profit Agencies that provide services to Foster City. These two classes are Non-Profit Social Service agencies that make available social services to Foster City residents, and Other Non-Profit Agencies that add value to our city. This year, as part of our 2002-03 budget planning, the City Council set aside $40,000 for the Non-Profit Social Service Agencies and $60,000 for the Other Non-Profit Agencies. This is less than two tenths of one percent of the city?s total revenue.

Although only a small fraction of the 2002-03 Budget total, $100,000 is still a significant sum. At the Regular City Council meeting on June third, we went through the difficult process of determining which agencies would receive funding. After full discussion and careful consideration, the City Council provided the following funding:

Other Non-Profit Agencies
Foster City Chamber of Commerce$20,000
Hillbarn Theatre$12,500
Human Investment Project (CDA)$27,000
Joint Venture Silicon Valley Network (CDA)$1,000
Peninsula Policy Partnership P3 (CDA)$3,000
San Mateo County Historical Association$1,000
Total: $64,500

The City Council understands the necessity of a conservative budget, but also recognizes it would cost Foster City more to provide these services than to ?buy? these services from non-profit agencies. I can assure you that there was lively discussion of each agency?s request, and in every case, the amount granted was the result of a consensus agreement.
