The Foster City Police Department is committed to keeping children safe and parents informed about sexual offenders living near them. Since 1997, the Foster City Police Department has brought to citizens the opportunity to view local sex offender's information provided by the California Department of Justice.
As of December 23, 2004 this information is available via the internet at: http://meganslaw.ca.gov. This special website is updated daily by the Department of Justice as part of the Megan’s Law.

Megan's Law is named after seven-year-old Megan Kanka, a New Jersey girl who was raped and killed by a known child molester who had moved across the street from the family without their knowledge. In the wake of the tragedy, the Kanka's sought to have local communities warned about sex offenders in the area.
The Megan's Law website is now available for viewing by the public on the Internet at http://meganslaw.ca.gov. If you do not have access to a computer at home or work to view this website, you may visit your local public library for Internet access.
The public is allowed to search the Megan's Law website database by name and/or by zip code. The public viewing portion of the website contains limited information on each registered sex offender such as:
- A photo of the sex offender
- The sex offender's name
- A description of the sex offender
- A list of crimes for which the sex offender is registered
- Any other names associated to the sex offender.
Effective December 16, 2004 as a result of a new law, the Department of Justice Megan's Law Website will provide you with access to information on more than 63,000 persons required to register in California as sex offenders.
- Specific home addresses are displayed on more than 33,500 offenders in California communities.
- The site displays the last registered address reported by the offender.
- An additional 30,500 offenders are included on the site with listing by ZIP Code, city, and county.
The Foster City Police Department currently has very few registered sex offenders living in the City of Foster City. The majority of our registered sex offenders are not considered "high risk"
The three classifications of sex offenders are described below:
- "High Risk" - High-risk sex offenders have been convicted of multiple violent offenses including at least one crime of a sexual nature. Certain information regarding high-risk sex offenders is subject to public disclosure.
- "Serious" - Serious sex offenders are those that have been convicted of a felony sex crime or misdemeanor child molestation. Certain information regarding serious sex offenders is subject to public disclosure.
- "Other" - Other sex offenders have been convicted of misdemeanor crimes such as pornography, indecent exposure, sexual battery, or crimes committed as a juvenile and adjudicated in juvenile court. Information regarding "Other" sex offenders is not subject to public disclosure.
This issue is of such great importance to the Foster City Police Department that two Detectives has been dedicated to handle registrations and prosecutions of sex registrants in Foster City. Currently, Detective Pierre Morrison, and Detective Shawn Chiasson are responsible for registering the offenders and handling public disclosures.
