Section 5.44.010 of the Foster City Municipal Code states in part:

It is the purpose and intent of the city council that the operation of massage, bathing and other similar establishments and persons offering services therein, wherein the principal function is giving of massages and/or baths should be regulated in the interests of public health, safety and welfare by providing minimum building sanitation and health standards for such establishments, and by insuring that persons offering services therein possess the minimum qualifications necessary to operate such businesses and to perform such services.

MASSAGE APPLICANTS: Please note that there has been an increase in the number of applications for permits. This has increased the processing time necessary to complete a thorough investigation of applicants, by police personnel. It is your responsibility to notify the police department well in advance of the date that you wish to start working or to renew a current permit. If you start employment without a permit or continue employment after your permit has expired, it will be considered a violation of the ordinance listed.
