A Tentative Map refers to a map made for the purpose of showing the design and improvement of a proposed subdivision and the existing conditions in and around it.
The Government Code Sections called the Subdivision Map Act authorizes local government agencies to regulate and control the design and improvement of subdivisions. The Subdivision Map Act provides general regulations and procedures that local governments must follow in regulating of subdivisions.
The Subdivisions chapter of the Foster City Municipal Code includes design and improvement standards, provisions regarding tentative and final maps and requirements for park and recreation facilities and other improvements.
Subdivision regulations and review procedures vary between subdivisions that divide property into five or more lots, often referred to as a major subdivision, requiring tentative subdivision map approval, and subdivisions of four or fewer lots, usually referred to as a minor subdivision, requiring tentative parcel map approval.
Subdivisions are created when property is divided for the purposes of sale, lease or financing. The size of the new parcels must be consistent with the General Plan and the zoning district in which the property is located.
The Tentative Map review procedure is designed to insure that such improvements as drainage, street alignment, grade and width and sanitary facilities conform to City regulations and policies and are arranged in the best possible manner to serve the public.
Numerous other features are reviewed such as location and size of easements, right-of-way, trees, lot sizes and configurations, traffic access and grading.
When a Tentative Map application is submitted the Planning Division distributes copies of the Tentative Map to other City departments for their review and comment. One or more meetings with City representatives may be necessary to determine the extent of improvements needed to serve the subdivision. Meetings are also held with the Planning Commission to review the subdivision's design. Applicants should meet with the Planning and Engineering Divisions for guidance prior to Tentative Map submittal.
