Video Producer
DEFINITION:
Under general direction, oversee and organize the daily operations of the City's Government Access Channel (FCTV) and to produce and direct special projects for Government Access programming.
DISTINGUISHING CHARACTERISTICS, FEATURES, REQUIREMENTS:
This is a full-time, one-position class in the Management Employees group. It is distinguished from the Video Production Technician position in that it directly supervised that position and has overall responsibility for the services provided by FCTV.
SUPERVISION EXERCISED AND RECEIVED:
Receives administrative direction from the Administrative Services Director and exercises supervision over the Video Production Technician and interns or volunteers working on FCTV.
IMPORTANT AND ESSENTIAL DUTIES:
Duties may include, but are not limited to the following: Produce and direct special projects including City Council, Planning Commission and other Citizen Advisory Committee meeting broadcasts, Electronic NewsGathering (ENG) shoots, feature-length programming, and Special Electronic Field Production (EFP) events; manage daily operation of FCTV personnel which includes placing orders for equipment, services, and supplies, issuing payments for goods and services, scheduling appointments, coordinating department schedules, preparing reports, forms, evaluations and requests, and providing information of government access operations to other cities; schedule and operate audio/video services such as equipment reservation, delivery and pick-up, and duplicating; oversee and broadcast live City Council and Planning commission meetings which includes prepping and testing the equipment, operating cameras, lights, audio, video roll-ins, graphics and titles; produce, create and provide production related tasks including preproduction, production and postproduction phases for projects that are produced periodically by FCTV; research, summarize, videotape, write and produce the Agenda Preview for City meetings; conduct needs assessment, research, scriptwriting, budgeting, technical planning, video taping, voice-overs, editing, special effects, graphics and promotions for special projects; update and maintain FCTV?s testing and technical standards with cable service provider technicians; conduct broadcast programming; participate in video system maintenance and design; recruit, train, and evaluate interns and volunteers; coordinate, videotape, and edit on-location footage of community events, programs, and people; maintain and modify the video department?s tape library, equipment, and administrative databases; research and evaluate equipment and equipment needs by gathering information from manuals, reports, trade journals, and web sites; assist in budget preparation by maintaining account expenditures for materials and salaries and providing budgetary reports; build and maintain positive working relationships with co-workers, other city employees and the public using principles of good customer service; perform related duties as assigned.
JOB-RELATED QUALIFICATIONS:
Knowledge, Skills and Abilities:
Knowledge of:  Principles and techniques of television and video production, engineering and equipment; software applications such as computer animation/DVE production software, digital imaging and multimedia software, CAD and database software; audio/visual and computer equipment and specialized computer workstations; current trends and developments of multimedia technologies; City and related department regulations, policies, and procedures relative to area of assignment.
Ability to:  Operate a variety of audio, video, editing and production equipment, portable lighting equipment, a computer, and a telephone; develop and maintain videotape archive/library; scriptwriting and storyboarding; analyze, plan and prepare a division budget; research, plan, write, produce, direct and edit a program or series of programs; conduct needs assessment and make recommendations regarding departmental needs; ,meet production related deadlines; recruit, train, and evaluate interns and volunteers; on a continuous basis, know equipment operations, understand communication and teamwork, analyze equipment, identify production needs, and remember project details, interpret departmental needs, observe performance of others, problem solve technical challenges and develop solutions, and explain how the elements of a project converge; communicate clearly and concisely, both orally and in writing; interpret and apply regulations, policies, and procedures as required by the position; work with various cultural and ethnic groups in a tactful and effective manner; establish and maintain effective working relationships with those contacted in the course of work.
EDUCATION AND TRAINING GUIDELINES:
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:
Education:  Equivalent to a Bachelor?s degree from an accredited college or university with major course work in television production, communications, videography, or related field. Additional qualifying experience may be substituted on a year for year basis for the required education
Experience:  Three (3) years of experience in television production work performing duties similar to a Producer with the City of Foster City.
SPECIAL REQUIREMENTS:
On a continuous basis, sit at video editing and computer station for long periods of time; intermittently stand and walk while conducting video production field work and editing; bend, squat, climb, kneel, and twist while performing editing, equipment set up, repair and maintenance; perform simple and power grasping, pushing, pulling, and fine manipulation; use telephone and write or use a keyboard to communicate through written means; and lift or carry weight of 50 pounds or less.

Licenses:  Possession of a valid California Class C Driver's License.
SALARY:  $4,797 - $5,831 per month
