Technology Analyst
DEFINITION:
This is a generalist position focusing in the functional areas of Network / Telecommunications Administration and Systems Analysis depending upon the operational needs. The Network / Telecommunications Administration functions focus on maintaining and supporting the City?s local and wide area data network systems, voice system, network servers and infrastructure, as well as desktop hardware and software; perform a wide variety of complex technical duties involved in installation, repair, and maintenance of personal computers, network servers, network infrastructure, peripherals, phone system, and equipment. The Systems Analysis functions focus on a variety of technical work in analysis, design, programming, testing, installing and maintaining information systems, and operating computer equipment as required; and, support, maintenance, and integration of existing in-house systems, and third party developed software. In all cases, the position will provide training and technical assistance to users and support the Sr. System Analysts.
DISTINGUISHING CHARACTERISTICS, FEATURES, REQUIREMENTS:
This is a full-time, exempt position requiring training and experience in network telecommunication, system administration, system analysis, design, and database management. Expertise required is dependent on operational needs. Requires flexible work scheduling including evening and weekend hours as required. This position is distinguished from Sr. Systems Analyst in the level of autonomy, independent decision making
SUPERVISION EXERCISED AND RECEIVED:
Receives direction from the Information Technology Manager. May exercise technical and functional oversight of lower level staff, including interns and/or vendor / consultants.
IMPORTANT AND ESSENTIAL DUTIES:

Provide first and second level support for desktop computers; receive, log and track all calls from users related to network and telecommunications (e.g., land line and wireless based telephones, high speed data lines) problems and questions; install new and/or update PC hardware components and client software; help troubleshoot and solve PC and Network problems; complete move/add/change (MAC) requests; monitor and maintain file and print servers; set up and maintain user security access on LAN/WAN?s, minicomputer (AS/400) systems and telephone systems; perform backups on LAN/WAN servers, minicomputer systems and telephone systems; respond to user requests for hardware or software assistance; troubleshoot a wide range of client and network problems in addition to repairing personal computers, servers, and peripheral equipment; monitor and troubleshoot the network infrastructure and perform Network Administrator tasks; monitor and maintain the Internet e-mail and servers; build, test, and implement internally developed applications; develop, enhance and maintain documentation for the Information Technology Division; manage 3rd Party package support and administration; develop and provide training for City departments for IT supported software; maintain and support intranet and internet web sites, content management software, web server, video streaming; provide additional 3rd party support for department specific applications; manage inventory and equipment; generate reports as requested by city departments; keep current on trends, developments, innovations, and equipment, used in desktop systems, anti-virus software, office automation, graphics, spreadsheets, and word processing; research technical documents.
OTHER JOB-RELATED DUTIES:
Attends meetings and conferences; attends and presents technical information at City Council and other meetings, including Council advisory committees on Information Technology issues; leads and participates in employee task forces and committees related to information technology.
JOB-RELATED QUALIFICATIONS:
Knowledge, Skills and Abilities:
Knowledge of:  Windows NT Workstation and NT Server 4.0 or higher, and MS Exchange 5.5 or higher; experience with hardware (PC & laptop) and software support; familiar with local area networks (LAN) and remote access troubleshooting; network knowledge and LAN fundamentals, including network interface connection and user installation, various network topologies, LAN administration, servers and network architecture; voice communications equipment and services including modems, cabling plans, and coaxial and fiber optic cables; basic electronics methods, techniques, parts, tools, and materials used in the maintenance and repair of a wide variety of electronic and communications systems including telephone, voice mail, fax, and related microcomputer systems; application development, databases, and maintenance of such application systems; a working knowledge of database systems, including SQL-based database engines such as Microsoft SQL Server, Informix, Oracle, and similar database servers; principles of training and records maintenance.
Skill in:  Operating, installing, maintaining, configuring, and troubleshooting a variety of highly technical computers local and wide area networks equipment, servers, and peripherals; systems analysis and information system concepts, techniques, and operating principles; program specification, design, testing and prototyping.
Ability to:  Maintain effective working relationships with those contacted in the course of work; exercise time-management, documentation, organizational and communication skills; communicate clearly and concisely, both orally and in writing; troubleshoot and resolve escalated network and product problems.
EDUCATION AND TRAINING GUIDELINES:
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:
Education:  Equivalent to a AA degree from an accredited college with major course work in information systems, computer science, business administration or a closely related field.
Experience:  One year of highly responsible and verifiable experience in an information technology environment equivalent to a microcomputer specialist performing configuration, implementation, administration and support of LANs. Experience with Windows 95/98, Windows NT Workstation and Server 4.0 or higher, and IBM AS/400, telephone and voice mail systems is highly desirable.
SPECIAL REQUIREMENTS:
Ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb, and lift 50 lbs.; exposure to confining work space and electrical hazards; ability to travel to different sites and locations; availability for shift work, 24-hour on-call, and stand-by.
LICENSES, CERTIFICATES, REGISTRATION:
Licenses:  Possession of a valid California Class C Driver's License.
Certificates:  Certification in computer science, application development, database management, or telecommunications specialty programs may be considered in meeting the education and training guidelines.
SALARY:  $5,827 - $7,082 per month
