| Police Lieutenant |

| DEFINITION: |
| Under direction of a Police Chief or Captain, manages a division of the Police Department or serves as station commander; supervises subordinate supervisors; performs staff assignments; and, in the absence of the Police Chief and Captain, assumes command of the Police Department. |
|
| DISTINGUISHING CHARACTERISTICS, FEATURES, REQUIREMENTS: |
| This is a public service position that requires the working of unusual hours, rotating shifts, and working under inclement weather conditions and stressful situations. |
|
| SUPERVISION EXERCISED AND RECEIVED: |
| It is required of this position to supervise police sergeants, officers, reserve officers, non-sworn employees, explorers and volunteers. The position receives general or direct supervision from the Police Chief and/or Captain. |
|
| IMPORTANT AND ESSENTIAL DUTIES: |
| Performs a variety of management and administrative duties ranging from commanding a police division through leading police patrol teams in the performance of law enforcement services; researching, planning, organizing, staffing, controlling, evaluating, and budgeting police programs; traffic and fleet management; firearm training management; canine bureau management; evidence management; field evidence technicians; community service officers; crime prevention; youth services; personnel scheduling and training; internal investigations; disaster preparedness; personnel and recruitment; and the preparation and presentation of the annual department budget. Prepares and presents to the Police Chief recommendations for improving the quality of police services. |

| OTHER JOB-RELATED DUTIES: |
| Learn and effectively use department computers for data entry and recovery, and report preparation. Recognize problems needing to be addressed and be able to propose solutions. |

| Knowledge, Skills and Abilities: |
|
| Knowledge of: criminal laws, laws of evidence, laws of search and seizure, departmental values, objectives, mission and annual goals; emergency management techniques, including the incident command system; modern management methods, team building skills and techniques; modern leadership and supervisory techniques; personnel rules and regulations; personnel investigative techniques including Govt. Code Sec. 3300 et seq., the Skelly decision and related cases; city policies, goals and objectives; department, division and unit budget and modern budgeting techniques; local, state and federal law and case decisions; police training techniques; modern investigative and reporting techniques; available community resources; including mediation, counseling, enforcement and related resources; regulations and rules, and orders of the department; current employee terms and conditions of employment; concepts of municipal/public fiscal management and the basic concepts used in management of the municipal enterprise. |

| Ability to: establish goals and objectives of a division, developing and adjusting plans within delegated authority; plan, organize, and assign schedules for staff of division to provide required service; make forceful arrests; drive a motor vehicle under normal and emergency conditions safely; hear and understand verbal communications at normal speaking tones via voice radio and telephone and to verbalize succinctly; develop and present ideas and recommendations orally and in writing; perform public speaking as required; operate and supervise operation of equipment skillfully, safely and in conformance with applicable laws. |

EDUCATION AND TRAINING GUIDELINES: Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be: |

| Education: A Bachelor of Science or Arts Degree from an accredited 4-year college or the possession of both a P.O.S.T. Advanced and Supervisory Certificate. A Master's Degree is desirable. |
|
| Experience: At least 18 months as a Police Sergeant with a municipal police agency. |
|
| SPECIAL REQUIREMENTS: |
| Ability to memorize and retain detailed information; ability to listen and effectively act upon many directions and requests simultaneously; ability to learn, retain and apply procedural guidelines; work a variety of shifts and hours, including nights, evenings, days, weekends, and holidays on a rotating basis; consistently maintain mental alertness, remain calm and composed in difficult and emergency circumstances. |

| LICENSES, CERTIFICATES, REGISTRATION: |
|
| Licenses: Possession of a valid California Driver's License, and a good driving record; either be a U.S. citizen or obtain U.S. citizenship within that period of time as prescribed by law. |
